Job Summary:

Under the general direction of the district manager, is a technical specialist and supervisor performing a variety of highway operational duties of considerable complexity and responsibility in the fields of maintenance (operations), project management, traffic engineering, or construction. Assigned to the district to directly supervise multiple highway department units and other staff, and assist the district maintenance engineer (or equivalent) with the development, budgeting and implementation of the work program. Job Duties:

Develop and administer maintenance and construction projects, approving work methods, products, and payments. May drive a state vehicle in the course of State business such as Quarterly Road Reviews. Attend construction 6.0 project design reviews, and final walk-throughs for recommendations of acceptance.

Assists District Administrators with the administration and management of the highway operations program for a group or district. Assembles the district work program & verifies the work performed is within acceptable standards of federal, state, local, tribal laws, performance, policy, and budget. Assists the district engineer in the development of the 5-year plan to include bridges, pavement preservation and special projects.

Directly supervise the highway operations department unit supervisors and assigned staff in the district, and provide them with guidance, assistance and support in defining and refining the annual work program.

Utilizing the maintenance management program and financial reports to develop projections and special reports for budget forecasting and cost comparisons.

Coordinate with Maintenance Planning and District Analyst staff to maintain and update the work program, reviewing highway condition assessments, identifying budget needs and resource requirements, coordinating budget development, and making work adjustments.

Review district work areas with supervisors for asset condition and work needs. Assists in setting priorities and track trends for highway improvements.

Provide assistance to department unit supervisors on a 24 hour basis on routine highway emergencies, and supervise complex multi-department unit emergency incidents

*Comprehensive knowledge of principles and practices of highway operations as applied to construction, traffic engineering, project management; of computational and adjustment factors to be applied in the review and analysis of engineering data.

*Highest skill required in analyzing and evaluating highway operations data; in researching, reading and interpreting technical engineering documents such as surveys, designs, plans and details; in written and oral communication.

Ability to:

Selective Preference(s):

Bachelor of Science degree in a closely related field for the position and two years of highway operations experience, or three years as a Highway Operations Supervisor, or four years ai a Highway Operations/Construction Tech IV, or Registration in the State of Arizona as applicable to the position.

Pre-Employment Requirements:

High School Diploma or GED.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) ).
