The Kansas Department of Health and Environment has a Family Systems Consultant opening in Topeka. This position plans, develops, and evaluates the Maternal and Child Health (MCH) program as the Family Systems Consultant including family engagement through the Family Advisory Council, Fatherhood, and Kinship families. Provides leadership for MCH program to ensure a high level of quality health services are maintained for families throughout Kansas. Provides consultation to local agency staff, other KDHE bureaus, agencies, and public organizations regarding the MCH population with special expertise in family systems and family and community engagement. Plans, organizes, and directs activities of grant(s)/program(s) with comprehensive service models and diverse activities. Formulates policies and interprets federal, state, and local policies, guidelines, and processes. Develops organizational and operational plans, grants, contracts, or procedures. Establishes standards/criteria for use by local agencies and others regarding program functions in compliance with state and federal regulations and professional standards. Disseminates family systems and family and community engagement information to medical service providers, local health department staff, childcare and school staff, parents and families, and other state and community partners. Develops and disseminates written guidelines and standards of care for MCH services with reviews and revisions completed as necessary. Establishes and evaluates goals and objectives for delivery of service. Evaluates progress of state and local initiatives in meeting program objectives by reviewing program reports and analyzing client/program data. Ensures statewide coordination of planning and implementation for family health services using a family-systems and family and community engagement lens.

Job Responsibilities may include but are not limited to the following:  

Participates in development and implementation of policies, procedures, standards, guidelines, and protocols for MCH public health programs. Interprets guidelines, regulations, and other materials to revise and implement policies as required. Carries out descriptive research supported by surveys, studies, and evaluations of inter and intra-state MCH public health services and programs; prepares reports based on findings; and makes policy/procedural recommendations. Monitors/interprets/synthesizes/disseminates relevant information associated with changes in health and medical care practice for families, changes in family engagement practices, and legislative changes and legal issues that impact family systems. Analyzes and makes recommendations on policies, procedures, and legislation which may have an impact on MCH program.

Develops federal grant applications including budgets, assures compliance with state and federal requirements and regulations. Prepares program application, contracts, and reporting guidance materials. Reviews applications for projected outcome and process objectives and makes funding recommendations. Develops contracts with local agencies, individuals and others relating to MCH program functions. Provides review of programs that includes quality assurance activities, compliance with standards, policies and protocols; and provides technical assistance in problem identification and assists in finding solutions. Reviews reports and statistical data for grantee/contractor progress toward meeting program objectives. Monitors expenditures for community programs and services to assure cost effective use of funds and for conformance to federal and state intent. Seeks out grants and funding sources to improve family systems, family health, and family and community engagement according to identified needs and priorities for the state.

Qualifications

Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: One year of experience in planning, implementing and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency. Preferred Qualifications: Bachelor’s degree in Family Studies, Education, Social Work, Nursing or related field. Master’s degree in Public Health, Education, Social Work or related field. Experience in program development and evaluation. Experience with administering and monitoring federal grants, contracts, and agreements. Experience working with diverse populations and organizations. Experience applying collective impact and quality improvement frameworks. Experience developing and delivering training and facilitating meetings. Experience with gathering, reviewing and tracking contracts and fiscal information. Ability to communicate effectively, orally and in writing. Ability to plan, organize, and perform a variety of functions. Ability to establish and maintain effective relationships. Critical thinking skills. Proofreading, editing, attention to detail.
