GENERAL DESCRIPTION

: Perform complex (journey-level) level purchasing and procurement work in the Driver License Division. Work involves preparing, purchasing, and procuring commodities equipment, and services using guidelines, rules, policies, and laws on the open market. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Under the direction of Procurement & Contract Services procure goods and services on the open market and assist Driver License staff in requesting procurement of support contracts for Lease of Equipment and Services.

2. Prepare, review, and track procurement from requisition through all aspects of purchasing contract management and close out.

3. May assist with contract monitoring for Driver License. Process receiving reports for Goods and Services that have been delivered.

4. Work in the Department's CAPPS system to enter requisitions, upload pertinent documents, monitor, and enter receiving reports to ensure vendors are paid promptly and accurately. Use P-Card when appropriate. 

5. Work closely with Driver License management/staff to maintain and hold to procurement rules and standards.

6. Create internal standard operation procedures, and act as a liaison with the Purchasing and Contract Services Department.

7. Under the direction of Procurement & Contract Services correspond with other agency representatives and vendors regarding purchase requirements, delivery and quality of merchandise.

8. Support the agency Historically Underutilized Business (HUB) program promoting the utilization of HUB vendors for all procurements.

9. Research historical, current and projected procurement related data to identify problems, causes and areas which procedural or system changes are indicated. Provide management report(s).

10. Under the direction of Procurement & Contract Services develop and conduct webinar training on purchasing and CAPPS system processes and procedures using information maintained on DLD Contract Manager’s Share Point site as curriculum. 

11. May serve as CAPPS Proxy by approving requisitions during the periodic absence of other DLD approvers. 

12. Conduct special projects upon request from DLD Management. 

13. Attend various forums, tradeshows, seminars, and workshops as appropriate and assigned. 

14. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.

15. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with major coursework in Business, Public Administration, Accounting, Purchasing or a related field.

Experience – Minimum of one (1) year of experience in the purchasing and procurement of goods and services. Additional experience in data analysis and reporting is a plus.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Certified Texas Contract Developer (CTCD) certification or Certified Texas Contract Manager (CTCM) is preferred. Must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Proficient in purchasing policies for State of Texas. Knowledgeable about state wide contracts that are to be used by DPS. Knowledgeable about Smart Buy Contracts. Knowledgeable about P-card uses and prohibitions. Knowledgeable about automated Procurement systems, like CAPPS. 

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule – This position requires the possibility of extended work hours as early as 7:00 am to as late as 10:00 pm. Weekend work may be required.

State of Texas Benefits and Retirement Information:

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
