DEPARTMENTAL INFORMATION

The Subdivision and Zoning Division of the Planning Department supports the City’s Planning Commission and Board of Adjustment by processing development applications. The Division also provides consultation to developers, applicants, and residents, works with other divisions and departments, and ensures that development-related regulations are kept current and relevant. This position is responsible for the review of subdivision and zoning applications; zoning code and Subdivision Regulation interpretation; research and analysis, and summarization; and the presentation of facts in both verbal and written form. The Senior Planner is responsible for writing or presenting formal and technical reports and other correspondence. Reports, conclusions, and recommendations may become or be used to establish official City policies or ordinances. This Senior Planner may make policy recommendations based both on the analysis of current trends and hypotheses of future circumstances.

JOB SUMMARY

This job is located in the Subdivision and Zoning Division of the Planning Department within the City of Oklahoma City and is under the direction of an immediate supervisor. Senior Planner is a professional classification requiring well developed skills in research; verbal and written communication; project design; and knowledge of and skill in applying procedures, objectives, and variables related to city planning. Essential job functions include: performing numerous administrative and technical functions in support of the assigned job functions including project design; data acquisition by field survey and research; data compilation, analysis, and summarization; and the presentation of facts in both verbal and written form. This position may attend meetings and/or represent the City and department as a participant on or advisor to various boards, commissions, official policymaking bodies, and citizens’ groups and may provide functional supervision to less experienced employees. The Senior Planner may also make policy recommendations based both on the analysis of current trends and hypotheses of future circumstances. Senior Planners specialize in one or more areas of expertise, which include long-range planning, transportation, urban redevelopment/revitalization, urban design, environmental planning, historic preservation, current planning and community or economic development. Senior Planners in all disciplines are responsible for writing or presenting formal and technical reports, working papers, project budgets, contracts, and other correspondence. Reports, conclusions, and recommendations may become or be used to establish official City policies or ordinances.

JOB REQUIREMENTS

Skill in relating to people from various professional fields and diverse socio-economic backgrounds. Skill in verbal communication of acquired data, analyses, and recommendations. Skill in the critical review of substantive work products. Skill in devising solutions to community needs. Skill in determining and examining policy alternatives. Skill in establishing realistic priorities to make effective use of resources. Ability to conduct wide-scope studies within limited time frames. Ability to supervise assigned work activities. Ability to travel.

DEPARTMENTAL PREFERENCES

Master’s degree in Regional & City Planning, Urban Planning, Urban Design, Architecture, Landscape Architecture, or related field and five or more years of professional work experience; or, Bachelor’s degree in one of the above disciplines or related field and 7 or more years of professional work experience; or, in lieu of a college degree, eleven or more years of combined professional experience in urban planning. Experience interpreting zoning codes, ordinances, and/or design guidelines. Experience processing rezoning and subdivision applications, specifically Planned Unit Development (PUD) and Simplified Planned Unit Development (SPUD) applications, including conducting a technical review of the application, reviewing the development proposal for conformance with a city’s comprehensive plan, and providing a recommendation to public officials. Experience giving public presentations to citizens, other professionals, boards, and elected officials. Experience using ArcGIS, Accela, PrimeGov, and Microsoft Office Suite.

WORKING CONDITIONS

PHYSICAL REQUIREMENTS 

Hearing and speech enough to communicate effectively by telephone or in-person. Near vision enough to read and draft written communications. Mobility enough to continuously move one’s self from place to place when conducting field surveys. Far vision enough to accurately determine the condition of various transportation systems, traffic congestion, etc.
