Summary

This position is located in the . Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Division of Policy Planning and Research (DPPR), Research and Evaluation (R&E) team. The incumbent serves as a technical expert to the Director of DPPR, Deputy Assistant
Secretary, and the Assistant Secretary of ODEP.

This position is Inside the bargaining unit.

Duties

Major duties for the GS-13 at the full performance level: Plans, leads, and executes complex research and evaluation projects of major significance related to disability employment and responds to research priorities. Makes recommendations, submits reports in various stages of planning, and makes sure the most economical solutions to problems that have been presented, conform to established criteria and policies, and, if new concepts are involved, they are consistent with Federal legislation. Identifies and defines key economic issues; recommends pertinent research topics; develops study objectives, hypotheses, and research methodology; determines primary and secondary data sources to be explored; analyzes and interprets data; and prepares detailed reports and analyses. Utilizes appropriate economic research and statistical techniques to identify ways to improve disability employment outcomes. Plans, develops, recommends, and implements internal procedures for the creation of research databases used for the continuous appraisal of trends and developments in the labor market aspects of disability employment. Provides advice and guidance to the ODEP's senior staff who includes the Director of Research and Evaluation and ODEP's Deputy Assistant Secretary and Assistant Secretary, on the status and outcomes of research activities, the methodologies employed, new developments and trends, and the impact of policy and program changes on informational activities. Develops, conducts and coordinates work with respect to contracted research and evaluation. Advises the Director of Research and Evaluation on the conceptualization analytical design and appropriateness of alternative methodologies for new research initiatives. Initiates and maintains professional contacts for a mutual exchange of information and to assure productive cooperation within the Government, and between government and the private sector. Provides advice, recommendations, and information on issues or developments having an impact or bearing on the research, evaluation, and long-term planning work of the office.
