Position Overview

The Quality Control (QC) Manager is responsible for providing technical expertise, support and guidance to HK Contractors, Inc. Quality Control Department, external/internal customers, sales team and asphalt/quarry/recycle operations ensuring the highest product quality and customer service. Build partnerships with other leaders and their teams working collaboratively to meet shared company objectives. Demonstrate continuous leadership in supporting our core values: Safety, Integrity, and Quality.

Key Responsibilities (Essential Duties and Functions)

Essential Duties/Functions

  • Responsible to provide leadership that develops and sustains a team that supports our core values of Safety, Integrity & Quality.
  • Support and lead the QC team in safe production activities with the goal of sustaining ZERO incidents.
  • Maintain QC/QA processes for facilities to ensure HK Contractor meets and exceeds state and federal requirements.
  • Responsible for all quality control activities required to produce hot mix asphalt (HMA) and aggregate materials that meet all state, county, town, local/private and federal specification requirements.
  • Create awareness among personnel regarding KPI's (key performance indicators) and cost control.
  • Support product quality and customer service by maintaining strong line of communication with all lines of business, management, and their teams.
  • Interact directly with internal and external customers through effective communication in order to satisfy material submittal and testing deadlines.
  • Evaluate and review/approve all mix designs in the region. Consideration will be given to aggregate demands, cost, and feasibility. Strive to be low cost producer while maintaining high level of quality and integrity.
  • Communicate and assist paving personnel in adjusting processes to conform to specifications.
  • Effective management of employee performance through (FLT) Front Line Leadership Training that includes but not limited to coaching, feedback (written and verbal), rewards, and discipline when necessary.
  • Maintain current QC/QA certifications.
  • Strict adherence to safety requirements and procedures as outlined in HK Contractors, Inc. and Oldcastle safety policies and procedures.
  • Adhere to all applicable regulations including (MSHA) Mine Safety and Health Administration and (OSHA) Occupational Safety and Health Administration affecting asphalt plant production, safety, environmental, state, federal, and company policies; ensure observance and compliance of such regulations.
  • Oversees and ensures lab equipment and reference materials are maintained and up to date.
  • Mentor others in the areas of technical, operational, customer relations and supervisory functions.
  • Regular and timely attendance is required.
  • Additional duties as assigned or required.

Managerial Duties/Function

  • Activities participate in industry associations. Support and maintain a working relationship with state, local and private agencies.
  • Review weekly and monthly paving schedules.
  • Perform business management duties such as maintaining records and files, preparing reports and ordering supplies and equipment.
  • Assist with Interviewing and hiring process as necessary.
  • Conducts laboratory tours and explains operating procedures to the public and visitors.
  • Verifies and oversees all training/certifications for lab employees.
  • Manages all financial aspects of the quality control business unit.
  • Responsible for estimating and generating appropriate workloads for lab employees.
  • Managing employee workloads, schedules and staffing needs.
  • Reviews tests and procedures performed to insure the results conform to the established procedures and policies.
  • Oversees QMS and RSO programs.

Education/Experience

  • High school diploma or general education degree (GED) required.
  • WAQTC and AASHTO qualification certificates in all areas of the field.
  • Five (5) years' experience in all areas of testing (WAZTC and AASHTO).
  • A minimum of 3 years' experience managing a staff of 5 or more employees.

  • Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence.
  • Ability to add, subtract, multiple and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute, rate, ration, percent, land to draw and interpret bar graphs.

  • To perform this job successfully, an individual should be able to type and use keyboards accurately and have knowledge of Database software.
  • May be subject to drug testing, medical exams and physical agilities testing.
