This position supports the efforts of Diversion First within the Jail Division-Intensive Case Management Team. Serves as the clinical and administrative manager on a multidisciplinary intensive case management team, which includes behavioral health specialists/case managers, medical and nursing staff, peer support specialists, and criminal justice system partners. Oversees the provision of (adult) Mandatory Outpatient Treatment program for the CSB, as well as oversees a community housing unit, team vehicles, staff trainings, staff hiring, and procurement. Works closely with the other CSB programs to include the Jail Based Team, the Mental Health Docket, Diversion Engagement, Behavioral Health Outpatient, criminal justice system partners, Department of Behavioral Health, and Developmental Services (DBHDS), and others to ensure the needs of Jail Diversion clients are met in the community. Oversees administrative functions of the Jail Diversion-Intensive Case Management Team to include the management of DBHDS grant with support from the Jail and Court Based Services Division Director. Will directly supervise three Behavioral Health Supervisors who in turn supervise a multidisciplinary team (Behavioral Health Specialist I's, Peer Support Specialists, Behavioral Health Specialist II's, Behavioral Health Senior Clinicians, and Behavioral Health Nurse/Case Managers. The Jail Division-Intensive Case Management Team is a community-based team with the main office being at the Sharon Bulova Center for Community Health.

Illustrative Duties

Supervises day-to-day program operations;Provides clinical management and senior clinical direction to the program and staff;Establishes procedures for intake and assessment, service delivery, case management, record keeping, and the handling of clinical correspondence;Leads clinical team meetings; Provides guidance and advises staff and clinical supervisors on difficult and complex cases, and provides policy guidance and interpretation;Evaluates program to ensure effective and efficient service delivery and develops plans to address identified gaps in services;Ensures that programs meet all agency, state performance goals and objectives, as well as compliance with all applicable licensing requirements, funding mandates, standards, and regulations;Ensures that all programs are in compliance with documentation standards;Ensures health and safety of all clients and staff, while following all federal, state, and local regulations and licensing requirements;Prepares and/or supervises preparation of reports as needed;Develops and implements new service initiatives and/or revises existing services;Manages program budget including revenues and expenditures;Examines and evaluates individual aspects of cases for program appropriateness;Establishes and participates in case-oriented consultative and educative planning with community agencies, groups and schools;Provides input to CSB Service Director on service policies and procedures and assists in program development;Serves on committees formulating and implementing procedures for the provision of services from multiple service areas and/or human service agencies;Represents program/ agency at meetings and activities with citizen groups and community agencies;Participates in senior management team and committees;Resolves complaints and human rights allegations;Responds to reports of adverse incidents or emergency situations, and informs appropriate management personnel of action taken;Ensures proper maintenance, safety and security of facilities;Participates in planning, implementing and evaluating behavioral health contract services;Participates in writing and developing grants.

Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:

Graduation from an accredited college or university with a master's degree in psychology, social work, or a related field, plus five years of related professional experience, of which two, years must have been in a supervisory role.

CERTIFICATES AND LICENSES REQUIRED: First Aid and CPR certification within 90 days of appointment and maintained throughout employmentValid Motor Vehicle Driver's license with fewer than six demerit points (or equivalent in another state) and maintained throughout employment.Qualified Mental Health Professional Adult (QMHP-A) (Required within 1 month)NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.Additional Work Schedule Requirements: On-Call availability. Overtime may be required. This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:Experience working within the Criminal Justice System (ex: Courts, Jail, Probation)Experience with providing behavioral health services to individuals receiving treatment with Mental Health Disorders, Substance Use Disorders (SUD) and/or Co-occurring disorders (COD).Experience with and ability to interpret and follow work processes and procedures; work well with other service agencies; and work well in a team environment.Experience with maintaining grant funding and grant data reporting.Strong organizational and time management skills; and strong clinical skills and abilities.Licensed or License-eligible to practice in the Commonwealth of Virginia in one of the following:Licensed Clinical Social Worker,Licensed Professional Counselor,Clinical Psychologist,Licensed Marriage and Family Therapist,Licensed Substance Abuse Treatment Practitioner, orClinical Nurse Specialist.
PHYSICAL REQUIREMENTS:
The Adult Detention Center (ADC) is not barrier free. Ability to walk significant distances within multiple buildings, climb stairs and respond to physical requirements necessary to comply with security and safety regulations. Ability to walk, stand, bend and carry items up to five pounds in weight. Ability to use keyboard driven equipment. Ability to access, input, and retrieve computer data. Ability to drive independently to offsite meetings and trainings. Ability to communicate effectively orally and in writing and make clinical observations. All duties performed with or without reasonable accommodations.
