Summary

The ideal candidate for this position will be an experienced field manager for environmental compliance program for an organization, supervising Environmental Planning and Historical Preservation (EHP) staff, and advising senior leaders on EHP matters related to recovery operations.



Duties

What will I do in this position if hired?

You will serve as a Supervisory Environmental Protection Specialist in the Region 2, Mitigation Division.

Typical assignments include:

  • Managing a highly complex, professional workload of environmental policy compliance requirements and projects.
  • Collaborating with FEMA Program counterparts in developing and implementing necessary plans and procedures to comply with EHP requirements.
  • Providing guidance to federal, state, local, tribal, territorial, nongovernmental organizations, and private sector contractors performing FEMA EHP work regarding methods used to meet established objectives.
  • Establishing and ensuring adherence to schedules and priorities.
  • Interpreting technical environmental or historic preservation policy, procedures, and regulations; and provides technical and administrative advice and assistance as required to resolve problems and maintain continuity of work.
  • Participating in on-site environmental and/or historic preservation assessments, as needed.
  • Providing timely, authoritative, and sound advice and recommendations on overall environmental and historic preservation program management initiatives to senior program, regional, and field staff.
  • Serving as a recognized source of authoritative information in the area of environmental policy and/or historic preservation, providing sound EHP advice and guidance on attainment of agency goals and objectives.
  • Serving as a subject- matter expert representing the region on nationally led EHP initiatives.
  • Exercising technical and administrative supervisory controls that are in keeping with a first level supervisory position.
  • Planning and scheduling work to be accomplished by subordinates.
  • Providing subordinates the requirements and descriptions of the work to be performed and tracks progress.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
