Duties

ODNI's Science & Technology (S&T) Office champions IC S&T resources to enable effective and efficient execution of the IC S&T mission; leads and supports Community efforts to recruit and develop an increasingly agile, effective, and diverse IC S&T workforce; develops and sustains collaborative relationships with traditional and non-traditional partners to close intelligence gaps and improve IC capabilities and capacity; and finds, creates, and deploys scientific discoveries and new technologies, nurturing innovative thought, advancing tradecraft, and improving mission and business processes.

Throughout this work, ODNI S&T engages with a variety of stakeholders across the IC, broader interagency, Executive Office of the President, Congress, as well as academia and industry.

Under the direction of the Assistant Director of National Intelligence for Science & Technology, lead the development and implementation of the Augmenting Intelligence using Machines (AIM) effort; advance the development and integration of mission-relevant, IC-wide artificial intelligence AI capabilities; develop and coordinate new policies to ensure responsible adoption and use of AI across the IC; and establish IC-wide AI resource requirements and guidance.

Represent the ODNI Science & Technology Office in relevant fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, and broader United States Government, including Congress and the Office of Management and Budget.

Oversee the build out, coordination, and execution of an AIM strategic plan, and goals and objectives, in coordination with IC partners and ODNI senior leaders at key decision points.

Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals.

Lead analysis of AI-related IC capabilities and programs, identify mission gaps, and propose potential courses of action, including conducting in-depth, detailed analysis and evaluation of proposed investments.

Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development.

Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.

Conceive, cultivate, develop, and sustain professional networks across the IC and in operational and analytic communities.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Expert knowledge of current and planned IC investments in AI, applicability of AI to the IC mission, and efforts to ensure responsible use of AI throughout the IC.

    Advanced degree in AI or related field, technical understanding of AI, or experience developing AI tools or products in the USG or private sector.

    Expert experience working in or with the Intelligence Community and demonstrating a broad knowledge of the IC mission, objectives, policies, and current events within the IC.

    Superior interpersonal skills, ability to work effectively with senior leaders from inside and outside the USG, to advocate and advance ODNI policy, and to communicate, coordinate, and develop a professional network across the IC.

    Superior ability to lead studies, initiatives, or projects across multiple IC elements through superior collaboration, negotiation, or facilitation.

    Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development.

    Superior ability to meet organizational goals and customer expectations. Includes the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    Superior oral and written communication skills and demonstrated ability to conduct filter and synthesize data, and produce clear, logical, and concise products.

    Superior record of success in building teams, leading change, and working effectively with others in a diverse, complex and evolving environment.

    Expert ability to plan, manage and complete complex, multi-faceted projects involving government and contractor personnel.

    Superior critical thinking skills and the ability to prepare finished assessments of organizational issues and other written products with an emphasis on clear organization, and concise and logical presentation.

    Bachelor's degree.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
