      Qualifications

      You have one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an extensive knowledge of a Command mission, major issues, program goals and objectives, work processes and administrative operations of the organization, organizational structures and functions, and record management functions. You have experience with utilizing, coordinating, and monitoring government purchase card program (GPCP) policies, practices, and procedures, and at least one year of experience leading or managing personnel in a procurement, supply and/or management program. You have experience utilizing qualitative and quantitative methods to conduct studies and reviews to improve program effectiveness and organizational productivity. Examples of specialized experience must include: 1) Managing and directing Government Purchase Card and administrative operations to ensure effective and efficient use of all resources; 2) Advising management officials in the decision-making process with the goal of optimizing scarce resources given the demands of meeting customer requirements, reducing rework, determining operational capacity, and increasing quality; 3) Monitoring the performance of the Purchase Card program through review of written documents and examination of records; and 4) Developing policy, methods, and procedures for the handling of incoming and outgoing correspondence.
