Data Scientist

This position is located in the Office of Investment and Innovation (OII). OII promotes small business and startup investment and innovation by providing access to capital, networks, and assistance critical for businesses to incubate, expand and sustain. OII partners with Small Business Investment Companies (SBICs), Innovation Accelerator Networks, Universities, and the SBIR (Small Business Innovation Research)/STTR (Small Business Technology Transfer Program community).
- Designs, implements, and maintains data ingestion pipelines from various sources, optimizes database structures and queries for performance and scalability, and implements and manages data lakes for storing large volumes of structured and unstructured data.
- Performs comparative analysis methods to ensure data continuity from transactional processing systems with data warehouse repositories and data visualization views.
- Performs analysis and provides recommendations on the methods most appropriate for data mining, data warehousing, and the implementation of analytical techniques based on the nature of the agency data repository and the business needs.

Qualifications
Basic Requirements:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. You MUST submit transcripts (official or unofficial) with your application or you will be rated ineligible for consideration. If selected, official transcripts will be required. Transcripts must include the name of the college or university and date the degree was conferred.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Transcripts (official or unofficial) must be submitted in support of this response. If selected, official transcripts will be required.
AND
For GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service obtained in either the private or public sector that includes: - Conducting Data Engineering for IT systems; and
- Producing publishable quality data reports for internal approval; and
- Create and manage performance of data extraction, data transformation, and data loading (ETL), data pipelines, data views, and data layer components; and
- Apply Big Data processing languages, computational algorithms including High Performance Computing (HPC), and programming languages (such as Python, R, C#, Java) to develop analytical pipelines, visualizations, and solutions. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for experience for this position.
