SUMMARY

The SBE Staff Analyst (Program Manager) provides administrative oversight and technical support to geographically assigned DHS-contracted Community Based Organizations (CBOs) implementing street-based outreach and engagement via Multidisciplinary Teams (MDTs) serving People Experiencing Homelessness (PEH). LA County Metropolitan Transportation Authority (METRO) entered into an agreement with DHS to deploy MDTs on the METRO system to provide outreach services to PEH and link the individuals to housing and other supportive services. The SA will report to the Director and Associate Director of the SBE program, and this role will consist of both telework and field-based assignments. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.

ESSENTIAL FUNCTIONS

  • Provide programmatic and contractual oversight of agencies implementing DHS-contracted outreach teams. This includes facilitating monthly and annual contract and monitoring practices, negotiating budgets, processing monthly Cost Reimbursement invoices, approving resumes, and providing ongoing technical assistance such as negotiating system barriers for client care. This may also include site visits and conducting outreach in the field with contracted teams to ensure efficacy to the "whatever it takes" SBE model.
  • Review programmatic monthly data reports from the Homeless Management Information System (HMIS), and evaluate provider progress towards meeting performance metrics, identifying team strengths and noting areas to strengthen. Provide monthly directive and supportive feedback regarding analysis of these reports to assigned CBOs.
  • Support assigned agencies in the expansion of ICMS to include Harm Reduction services to the underserved population identified and support and encourage referrals to DHS Mobile Clinics.
  • Liaison between assigned agencies and METRO and ensuring agencies adherence to submitting required reports to METRO as requested.
  • Attend and assist with the coordination of Weekly Outreach Webinars, Street Medicine updates, MDT Director Meetings, SBE Trainings and other system/program meetings.
  • Performs other duties as assigned.

Education/Experience

Four or more years of highly complex administrative or supervising experience in the health, housing, social services, or related sectors

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

  • Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.
  • Strong project management and relationship building priorities.
  • Experience with Excel, reviewing budgets, invoices, and has a working knowledge of Homeless Management Information Systems
  • Previous work with data systems and learning new data systems.
  • Knowledge of METRO transit systems.
