Summary The position functions as a Mail Clerk in the Supply Chain Management Service. Incumbent provides support to the Martinsburg VAMC. To include patients, Community Based Outreach Centers (CBOC) and all levels of staff.

Responsibilities Duties may include but are not limited to:

Receives all facility mail from external sources, US Postal Service (USPS), United Parcel Service (UPS), Federal Express (FedEx), etc.

Utilizes electronic signature tracking system on all incoming packages for tracking purposes. Receives and separates facility internal mail for redistribution within the facility from mail to be delivered externally.

Follows all Federal guidelines when sorting mail, assessing all incoming mail and packages for threats, reacting immediately and appropriately to any unidentified substances or hazards.

Sorts mail for internal distribution by mail routing symbol and /or mail delivery point (MDP). Picks up and delivers mail to all delivery points in the facility. During the delivery round the incumbent assesses picked up mail for delivery to remaining points on the delivery schedule.

Assess urgency and sensitivity of incoming Express Mail, Priority Mail, overnight deliveries, hazardous and perishable materials for proper handling and delivery.

Prepares outgoing mail for processing by sorting into accounting groups, sub-grouping by class of service and further sorting by machinability - only after completion of sorting may mail then be metered.

Utilizes electronic addressing system to verify mailing addresses are valid, returning mail that is not deliverable to sending service.

Ensures metered mail machine contains appropriate amounts of postage to ensure no interruptions to mail service, notifying appropriate personnel within mandated time frames to allow sufficient time to have postage added to machine.

Drives to and from local Post Office(s) to retrieve and drop off US Mail in a van or box truck.

No special license is required. Valid state drivers license is required.

Sets up, operates, and monitors the printer and the letter folder to stuff the letters into correct envelopes, ensuring that the name and address are showing in the proper placement of the window envelope.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024. Time-In-Grade Requirement:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

General Experience:

You must have one year of general experience equivalent to at least the next lower grade GS-3 in the normal line of progression for the occupation in the organization.

Examples of general experience would typically include, but are not limited to:

progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, Ability to process all mail, receiving and out going, in a timely and accurate manner.

Receives, pick-up, process, sort, distributes, and research "Critical", Time Sensitive, incoming/outgoing mail and understand the computer-enhanced capabilities of various equipment to be able to make minor format changes.


OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years above high school .

OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of education above high school.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements:

Must be able to lift a minimum of, but not limited to 501bs; to include lifting, bending, stacking, wrapping and loading printing equipment with necessary supplies to complete print jobs.

Work is primarily performed while standing, with occasional sitting, walking, bending, or carrying of light objects such as letter trays, files, etc.

Employee may walk long distances pushing/pulling mail carts or delivering express mail. Carts, bags and trays must be physically loaded into a vehicle for delivery to the Post Office.
