Summary About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S.

Specialist and training instructor in intelligence targeting, analysis, and Counter Intelligence (CI) and Human Intelligence (HUMINT) operations. Responsibilities Performs active intelligence analysis, targeting, and operations within various operational/geographical areas that may range from neutral to hostile. Reviews and evaluates all intelligence information gathered/developed upon mission accomplishment. Responsible for the presentation and conduct of training for CI/HUMINT Targeting and HUMINT Collection functional areas. Prepares lesson plans, training support materials, and evaluations. Develops and revises training products and Programs of Instruction (POIs).

Provides expertise to support the development and conduct of training and provides training assistance to instructors/writers responsible for designing courses, training support materials, and tests Requirements Conditions of Employment Qualifications Who May Apply:

In order to qualify, you must meet the experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level.

Specialized experience is defined as experience applying Counterintelligence (CI) and Human Intelligence (HUMINT) analysis, intelligence targeting, and collection operations techniques and methods within an intelligence and/or training mission area.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).


NOTE:
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.


This experience should demonstrate:

Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

You will be evaluated on the basis of your level of competency in the following areas:

Human Intelligence (HUMINT) Collection Operations Oral Communication Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required.

Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
