Duties
  • Conduct quality reviews for annual USPSC evaluations and ensuring completeness and compliance of direct hire forms, provide recommendations and expert interpretation of federal regulations, policies and performance management standards.
  • Provide supervisors/staff with expert performance management guidance, advice and counsel on general to complex inquiries or issues.
  • Review and evaluate Individual Development Plans and Work Plans independently advising employees/supervisors accordingly.
  • Evaluate and assists with the Workman's Compensation Program, Family Medical Leave (FML), Paid Parental Leave and Leave without Pay (LWOP) clearance and counseling processes for USPSC employees and other staff.
  • Support Awards and Recognition Program serving as coordinator and liaison by providing expert advice and guidance on various incentive awards including interpretation of agency's award and recognition policies and procedures.
  • Provide expert guidance to management and employees on career development principles, practices, and opportunities, including, preparing correspondence to formal and information inquiries, researching career development opportunities.

      Qualifications

      Specialized Experience:
      GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: a) Technical experience in the areas of performance management, staff development, employee relations with applicable EEO laws or regulations, general employment laws or regulations, and policy changes for various hiring mechanisms b) Knowledge and skill in applying federal civilian HR principles, practices, concepts, and legal regulatory requirements. c) Advise management on processes related to assessing employee's performance; ability to effectively communicate both orally and in writing to broad audiences. d) Knowledge and experience to counsel on skills placement and transferable skills.
      GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: a) Advanced technical acumen in the areas of performance management, staff development, employee relations with applicable EEO laws or regulations, general employment laws or regulations, and policy changes for various hiring mechanisms; b) Advanced knowledge and skill to independently research, interpret and apply federal civilian Human Resources laws regulations, policies and procedures; .c) Independently advise management on performance management, staff development, employee relations with applicable EEO laws or regulations, general employment laws or regulations, and policy changes for various hiring mechanisms d) Independently provide recommendations on complex intervention strategies to resolve complex problems.

      Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

      CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
