Job Summary

This position manages a team of professional staff responsible for campus police and patrol units. Manages campus vehicle traffic and parking. Monitors and maintains security programs and training, as needed. Manages a variety of campus security programs, including crime prevention, police personnel training, and criminal investigations.
Responsibilities

Promotes the Department's vision, mission and goals to others and actively participates in achieving and maintaining them.
Represents the Department in a positive, professional and proficient manner.
Makes decisions regarding complex situations and considers their long-term impact on the overall mission and focus of the University.
Identifies current or emergency problems and resolves them swiftly and effectively to prevent escalation and minimize their negative impact.
Provides supervision of sworn and non-sworn on-duty personnel via the appropriate chain of command and as prescribed by the Deputy Chief of Field Services.
Leads squads/teams in the practice of Fair and Impartial Policing.
Responsive to the Department's electronic communication.
Conducts and oversees audits and inspections of internal operational processes within all units of responsibility to insure policies and procedures are applied consistently and assure compliance with regulatory entities such as CALEA, Illinois Law Enforcement Training and Standards Board (ILETSB), and both the Illinois and United States Departments of Education.
Provides coverage in the field during hours when command presence may not be available.
Serves as the Incident Commander at all scenes while on duty unless relieved by higher ranking personnel or the situation is of a level which permits delegation to subordinate staff; provides oversight and guidance to supervisors and staff at less serious incidents.
Assures the appropriate level of service delivery and mitigates conflict between UCPD bureaus that cannot be resolved by the on-duty chain of command; an order from a Field Captain in resolving conflicts between different areas has the same authority as a member of the Chief of Police's Command Staff, in their absence.
Determines the call out of Criminal Investigations and other specialized units from UCPD and other law enforcement agencies.
Assures adequate staffing levels are maintained and coordinated and authorizes the utilization of unexpected overtime resources.
Reviews all paperwork created during their shift for accuracy prior to dissemination and final approval, including but not limited to End of Watch Reports, incident reports and input into the CAD; creates a summary to be submitted to the oncoming Field Captain.
Disseminates information regarding significant police related events or activities to Command Staff and other University departments as dictated by protocol and assures they are informed of problems and concerns.
Assists in maintaining positive relationships with local, state, and federal law enforcement agencies and represents the department on work groups, task forces, committees and boards as assigned.
Directs performance management for assigned personnel; meets regularly with team leaders to promote team building, resolve issues, and exchange ideas for improvement; sets goals and follows through with team leaders to insure direction is appropriate to achieve desired results.
Maintains positive liaison with all other University of Chicago departments, administrators, student groups, external community stakeholders and other law enforcement agencies.
Monitors and attends presentations, meetings and special events conducted or worked by subordinate personnel during shift.
Assists in formulating and implementing policies and procedures in compliance with the Commission on Accreditation for Law Enforcement Agencies (CALEA) standards; possesses excellent written and oral communication skills to successfully develop and implement policies and procedures; directs and initiates performance improvement counseling as necessary.
Works day or night shifts on 8, 10, or 12 hour assignments including weekends.
Manages employees by establishing annual performance goals, allocating resources, assessing annual performance, and determining individual merit, incentive and/or promotional increases.
Ensures that policies and procedures are implemented consistently throughout the department, including accurate reporting in compliance with local, state, and federal regulations and higher education guidelines.
Performs other related work as needed.

Minimum Qualifications

Education:

Minimum requirements include a college or university degree in related field.

Driver's License - Multiple States, Law Enforcement Training and Standards Board Certification - State of Illinois

Preferred Qualifications

Education:

Bachelor's degree.
Specialized training or advanced education such as the FBI National Academy or Northwestern University School of Police Staff and Command.

Experience:

Five years of sworn experience in a commissioned law enforcement agency.
Supervisory work experience.
Certifications:

First Aid and CPR.
Valid driver's license at time of appointment.
Successfully complete a background investigation that demonstrates good moral character, good driving record and no prior criminal convictions that would prohibit the individual from meeting the standards set forth by the State of Illinois to become a law enforcement officer.
Successfully complete/pass medical examination including vision screening and drug testing, psychological test and physical fitness tests.
Technical Skills or Knowledge:

Proficient in basic financial management methods, techniques and procedures.
Knowledge of EEO/Affirmative Action guidelines for recruitment, selection and promotion.
Knowledge of disciplinary and grievance procedures of the University; fully understand the mission, values, objectives and goals of the Department and be able to incorporate them in the daily operations of the department.
Use desktop computer (IBM compatible), two-way radio, firearms, handcuffs and other law enforcement equipment, Intoximeter machine, LIDAR equipment, fingerprint equipment, camera, copy machine, and telephone.
