Overview

LMI seeks mid- to senior-level cost estimator to support a federal program management office in Washington, DC. In this role you will perform cost estimating and analysis of the client's portfolio of major capital projects and infrastructure facilities across the project lifecycle. This cost information will be used during project planning, as part of the contract award process, during construction, as budgetary cycle inputs to support investment and funding decisions, and as elements of other program and cost documentation provided to Congress, OMB, and other stakeholders.

ResponsibilitiesDevelop and update life cycle cost evaluations (LCCEs) and independent government cost estimates (IGCEs) for the client's programs and projects, as well as create ad hoc estimatesConduct sensitivity and uncertainty analysesParticipate in program meetings and technical interchanges to remain current with program requirementsParticipate in the review and reconciliation of estimates developed by other contractorsPresent results of estimates in a variety of formats such as verbal presentations, narrative reports, and briefings chartsGenerate estimates in accordance with DHS Headquarters and GAO Cost Assessment Guide standards to facilitate government review, third-party replication and validation, and future updates or enhancementsDevelop comparative analyses of other stakeholder estimates (designers, general contractors, etc.) to validate cost figures during design, procurement and constructionPrepare and deliver briefings associated with prepared cost estimatesQualificationsA Bachelor's or Master's degree in business, management, finance, math, engineering, construction, or a related discipline.Previous work with federal facilities cost estimating is a plus.Minimum of 10 years of experience.Relevant certification such as Professional Cost Estimator/Analyst (PCEA), Certified Cost Estimator/Analyst (CCEA), or Certified Cost Professional (CCP) is desired.Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.Experience with ACEIT and Crystal Ball software is a plus.Experience with R.S. MEANS Ability to communicate clearly with a variety of stakeholders.Ability to effectively solve problems.Strong communication skills, both oral and written.A true team player who maintains a positive attitude in a dynamic environment. Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
