Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met.

The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent serves as a Branch Manager in the Regulatory Standards Division, AMA-230.

Responsibilities Incumbent is responsible for overall administration and program direction of branch activities and personnel that support and provide technical training for various FAA Offices including, but not limited to, Flight Standards Service and Aircraft Certification, as well as customers from the Department of Defense, domestic/international aviation businesses and organizations.

Applies advanced knowledge of the technical aspects of the work directed to include - interface with the Learning Management System, soliciting annual requirements for training, programming of the annual training program with LOB's adjusting the training program in response to changing requirements, and developing planning scenarios to prepare for or respond to changing circumstances.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish training objectives. Manages budget and either reallocates resources among organizational programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Contacts are primarily within the organization and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future.

May have frequent contact with customers, other government entities and other external parties to interpret policies/procedures or for other project/program purposes.

Has authority to make commitments for the branch, within guidelines. Keeps the division manager and assistant division manager informed of the status of all projects and assignments. Assures the coordination of all functions of the branch with other organizational elements within the agency. Facilitates regular meetings to build a sense of teamwork within the branch and keep employees informed.

Assures all personnel under direction and supervision receive advice, counsel, or instructions relating to both work assignments and administrative matters.

Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance for success in meeting training goals/objectives; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

Interviews candidates for vacant positions, recommending promotions and other personnel actions.

Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures.

Has discretion to ensure the alignment of projects/programs with the tactical objectives of the branch.

Provides staff assistance and is key advisor and assistant to the division manager on all matters pertaining to the functions and responsibilities of the applicable branch.

Keeps the division manager and assistant division manager currently informed of the status of all projects and assignments. Assures the coordination of all functions of the branch with other organizational elements within the agency. Other duties may be assigned. Qualifications Specialties:

This position may be filled by the following Aviation Safety Inspector specialties: Air Carrier Operations, General Aviation Operations, Air Carrier Avionics, General Aviation Avionics, Air Carrier Maintenance, or General Aviation Maintenance.


General Requirements for All Positions:

Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent.


Medical Requirements for All Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation.


The minimum medical requirements include the following requirements:

Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); Have the ability to hear the conversational voice (hearing aid permitted); and Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

Possess a valid second – class medical certificate in accordance with FAA regulations; and Pass recurrent medical examinations as prescribed by the FAA.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

Recency of specialized experience requirements (100 flight hours within the last 3 years) and the need for a valid second class medical certificate is waived for current and former FAA employees in the 1825 series (this covers internal placement actions including promotions, reassignments, voluntary changes to lower grades, transfers or reinstatements to same or lower grade that currently or previously held).


For Lateral Movements Between 1825 Specialties:

To assist in determining qualification requirements, applicants transferring between specialties at the same grade level are strongly encouraged to complete the appropriate Qualifications Assessment Tool (QAT) check sheet and upload it along with their resume.

In addition to meeting the minimum eligibility requirements stated above, you must demonstrate in your application that you possess at least one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade level (FV-J, FG/GS-14). Specialized experience is experience in the normal line of progression which is in or directly related to this position and that has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of this position.

SPECIALIZED EXPERIENCE:

Experience coordinating training policies, standards and procedures; experience defining, planning and organizing budget, staff and other resources; and experience coaching and developing employees.

Required Certifications and Ratings:

For GA Operations:
(1) Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating, AND (2) Valid, unexpired Flight Instructor Certificate with Single Multiengine Airplane and Instrument Ratings

For AC Operations:
Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating

For GA/AC Maintenance:
FAA Mechanic Certificate with airframe and power plant ratings

For GA/AC Avionics:
