Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met.

The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent serves as Assistant Division Manager for the Training Services Support Division, AMA-020 within the FAA Academy.

Responsibilities This Program Manager position requires a detailed knowledge of the technical aspects of the work directed and a thorough understanding of the organization's and Academy's objectives.

The incumbent oversees the Training Services Support divisional programs and manages complex administrative, business, and financial activities to ensure consistency and standardization across the division.

The incumbent assists the Division Manager and other senior staff members regarding activities, business planning, and resource management for programs/projects.

The incumbent manages the work of a large, multi-level organization, typically through subordinate managers.

The incumbent integrates the work of multiple organizations to accomplish the mission, goals, and objectives of the organization and FAA.

The incumbent oversees the development and management of operational programs to ensure consistent communication across the division and FAA Academy.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational programs and projects.

Applies a thorough understanding of management principles and strategic planning to coordinate business plan activities and assist the Division Manager with developing and accomplishing organizational goals and objectives.

The incumbent ensures the development and establishment of adequate internal control systems, workload prioritization, and resource allocation approaches on behalf of the Division Manager in conjunction with other managers throughout the FAA Academy.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/ projects/programs and across various functions and/or disciplines.

The incumbent develops and approves solutions for budget issues and oversees the planning, direction, and timely execution of such programs and services.

The incumbent applies detailed knowledge of program/project management, budgeting and control, and related reporting methods to develop and update required program documentation, such as proposed project budgets and implementation/development schedules.

The incumbent tracks and manages multiple activities for the Division Manager and creates executive-level reports on ongoing activities. The incumbent works closely with the Division Manager to establish divisional and Academy strategic and business plans. The incumbent's managerial duties typically affect managers and employees throughout the organization.

These duties include strategic planning, communication of the Academy's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating the performance of organizational units, managers, and employees, coaching and developing staff and organizational capabilities, approving leave and taking or approving corrective/disciplinary actions as appropriate.

Contacts are internal and external and include senior management, industry and stakeholders, vendors, and representatives from national labor organizations.

The incumbent reviews and coordinates responses to inquiries from the Office of the Inspector General (OIG) and the Office of the General Accountability Office (GAO).

In addition, the incumbent reviews and approves organizational reports or policies for internal and external distribution. Has authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions. Individual and organizational performance is periodically reviewed through organizational performance measures to determine success in achieving planned results. The incumbent has broad discretion to align all projects/programs with the organization's tactical and strategic (short and long-term) objectives. Qualifications To qualify for the FV-K (FG-15) you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to the FV-J (FG-14) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.


Specialized Experience includes:

Experience managing short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs; experience with resource management, learning theories, adult learning principles, and training technology; experience with allocating budgets to accomplish multiple programs and projects; experience leading groups and teams in support of continuous improvement.
