The primary purpose of this position is to serve as the most senior AFLCMC technical advisor and national/international authority in flight propulsion with responsibility for providing advice and guidance to the highest Air Force and government officials.
Duties
Serves as a nationally/internationally recognized authority in flight propulsion to provide technical oversight for the area and to provide advice and guidance to the highest AF and government officials, as well as to immediate and multiple national aerospace weapon system programs.
Serves as a catalyst for creative thinking on new technologies for highly dynamic aerospace engineering development.Advocates for and advises propulsion enterprise and stakeholders to ensure that resources are focused and expended efficiently and effectively to mature, transition, and exploit the state-of-the-art in engineering technology relative to the development and sustainment of multiple major aeronautical weapon systems.
Leads the transformation of the propulsion enterprise into specific emerging areas, namely digital engineering and hypersonic airbreathing propulsion. For these emerging areas, ensures strategic implementation plans are developed, incorporated, and executed across the propulsion enterprise.Promotes the broadening of AFLCMC propulsion expertise and influence into DoD classified programs, weapons, and autonomous platforms, and airbreathing hypersonics.
As these programs are of national/international and Congressional interest, represents AFLCMC, the Propulsion Directorate, Air Force Materiel Command (AFMC), and HQ USAF in technical meetings with other agencies, organizations, industry, academia, and the national/international scientific and engineering community.
As a recognized national/international expert, provides authoritative engineering advice and guidance to the Propulsion Directorate Director, senior management, program directors, and technical experts, ensuring technical adequacy relative to engineering matters involving propulsion systems, e.g., advises high-ranking military and civilian system program managers within AFLCMC, the AFLCMC Commander and Vice Commander, AFRL, HQ AFMC, HQ USAF, and DoD.
Additionally, serves as a national/international consultant on propulsion matters, advising industry, professional associations, institutes, societies, and Allies.Serves on national/international panels and committees for the purpose of providing expert and authoritative advice on complex issues and problems relating to propulsion systems.
The incumbent provides authoritative technical advice to AFLCMC Directors and Program Executive Officers (PEOs), sister services/agencies, Center Commanders, System Program Directors, and senior AF and DoD officials on policies, processes, procedures, and adequacy as applied to propulsion development and sustainment efforts (to include specifications, standards, manuals, and instructions).
Leads/conducts independent studies at the request of senior agency/government officials, e.g., SAF, and provides findings, recommendations, and conclusions on propulsion system issues and problems.
Technically guides multiple and major engineering studies and efforts and has authority to recommend changes in program directions and expenditure of funds.
Leads the AF in propulsion engineering technology by initiating and recommending new studies and programs to exploit the state-of-the-art.Conducts long-range studies; coordinates technical requirements; and identifies the direction that technical studies should take to culminate in the most productive solutions to critically important propulsion issues.
Evaluates engineering efforts and approaches to overcome critical and unforeseen development, acquisition and sustainment issues.
Leads authoritative scientific reviews and evaluations for AF and joint Service projects to develop, promote and apply advanced materials, life prediction and structural integrity design methods to aircraft engines.
Recommends the continuation/cessation of engineering and manufacturing efforts or other appropriate actions to assure structural and aerodynamic design, propulsion safety, durability and engine certification in current and future aircraft developed for AF and DoD use.
Based upon expertise and experience, ensures that solutions are complete and consistent with state-of-the-art propulsion principles, best practices, program acquisition requirements, and operational and sustainment program objectives.
Considers and incorporates advanced engineering and manufacturing technologies consistent with lifecycle program needs and objectives.-
