What You'll Do in This Position

Purpose of Position

Establish, implement, and enforce strong fundamental management policy and internal controls for division-wide planning, budgeting, accounting, reporting and resource allocation to ensure the efficient and proper fiscal conduct of divisional missions. Developing/setting and implementing financial policy, plans and budgets, advising senior management on fiscal and resource issues and solutions, financial management of all capital activity, work authorization and procurement planning are required of this position.

Major Responsibilities

1. Maintains and administers a financial management system for assigned NNSA Programs and Projects as outlined in the contract that provides proper accounting in accordance with DOE requirements for assets, liabilities, collections accruing the contract for work performed under the contract, expenditures, costs, and encumbrances; assisting the preparation of accounts and accurate, reliable financial and statistical reports; and assures that accountability for assets is maintained.

2. Establish sufficient safeguards to ensure contractor is not liable to the Government for increased costs or interest from failure to comply with the clauses of contract entitled Cost Accounting Standards (CAS) under CFR 9903, DOE Financial Management Policies and Procedures, General Accepted Accounting Principles (GAAP), and Federal Acquisition Regulations (FAR).
3. Maintain an effective system of management controls for both administrative and programmatic functions to ensure the contractor is in compliance with Congressional direction and requirements as outlined in the Authorization/ Appropriation Laws.

4. Develops Congressional Budget Submission, Annual Operating Plans, and current year forecasts for assigned NNSA Programs and Projects. Involves interaction with Site Senior Management and external organization such as National Nuclear Security Administration, Office of Budget Management and Congressional Staffers.

5. Advise SRNS senior management regarding funding to ensure NNSA-HQ and NNSA-SR work scope is achievable within the current applicable NNSA targets. This includes providing strategic plans to senior management to ensure the highest priority work is performed with the available funding and funding strategies are in compliance with the interpretation of regulation.

6. Drive the Estimate At Completion (EAC) process to develop high quality forecasts to ensure optimal utilization of funding while managing within the congressional funding authorizations. Monitor expenditures by analyzing variances and initiating corrective action recommendations for Senior management.

7. Manage multiple Programs with numerous funding appropriations to ensure that risk assessments are conducted to minimize risk and maximize program achievements. Includes evaluating emergent financial issues which potentially impact assigned NNSA and Projects.

8. Comply with federal and state requirements by studying existing and new budget legislation and enforcing adherence to requirements and advising management on needed actions. Directs necessary changes and determine financial impacts.

9. Foster teamwork with other organizations, Program Management, Project Management, and Project Controls to ensure the best interests of SRNS are served through cohesive, efficient, and synergistic operations.

10. Direct, motivate and develop personnel by mentoring and coaching to meet performance objectives by determining work assignments and matching assignments with employee's skill, expertise and developmental objectives. Provide an environment for subordinates which is conducive to creativity, intellectual stimulation, professional advancement, and individual growth.

11. Establish tailored performance metrics to assist senior management in achieving division missions and goals. government contract compliance experience. Eight to ten years management experience required. Knowledge of project scheduling and forecasting work scope in regards to new construction/projects.

12. Coordinate directly with NNSA-Albuquerque and NNSA-HQ in the development of Budget Submissions and various budget scenarios. Requires effective communication and collaboration to ensure their requirements are met in a timely manner. Also, knowledge of Cost Engineering concepts; i.e., Budget-at-Completion (BAC), Budgeted Cost of Work Performed (BCWP),Budgeted Cost of Work Scheduled (BCWS), Actual Cost of Work Performed (ACWP), Cost Performance Index (CPI), Schedule Performance Index (SPI),etc.



Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Other Qualifications

Extensive knowledge of Site financial policies and procedures is required. A degree in business or accounting with progressively challenging experience in accounting, budgeting, strategic planning, data processing applications acquired through significant years of experience. In depth knowledge of the federal budget process including a working knowledge of appropriation law, funds authorization, Cost Accounting Standards (CAS), General Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), management and control techniques, DOE Order 413.3 Program and Project management and other DOE orders. Applicant must understand the various site missions and be able to conceptualize and verbalize the interrelationships to develop meaningful funding strategies.
