Qualifications:

  • Master's degree in business, construction management, technical, engineering, or a related field with 8 years of relevant experience.
  • Bachelor's degree in business, construction management, technical, engineering, or a related field with 10 years of relevant experience may be considered equivalent.
  • Associate's degree with 13 years of relevant experience may also be considered equivalent.
  • A high school diploma with 17 years of relevant experience is acceptable.

Experience and Skills:

  • Strong proficiency in personal computer applications.
  • Expertise in automated accounting, cost management, scheduling, and estimating systems is essential.
  • Extensive practical experience with Site Business systems is required.

Preferred Qualifications:

Candidates with an active DOE clearance (L or Q) within the last two years are preferred.

Key Responsibilities:

  • Lead the organization, development, implementation, and accountability of comprehensive project controls, financial analysis, or estimating applications to ensure effective planning, scheduling, financial oversight, and cost management throughout the project lifecycle.
  • Oversee complex Project Control activities and supervise the overall Project Controls efforts for assigned projects.
  • Plan and execute Project Controls requirements, including:
  • Developing, implementing, and directing the complete Project Controls program for projects or major work scopes.
  • Demonstrating creativity and expertise in developing project baseline plans, milestone schedules, work breakdown structures, and spending plans to optimize resource utilization.
  • Innovating new project control methodologies utilizing personal expertise and leadership in project control functions.
  • Providing advanced technical project control guidance to assist team members in managing complex multi-project analyses and problem-solving.
  • Analyzing cost and schedule performance variances against established plans and communicating findings and proposed mitigation strategies to management.
  • Maintaining a comprehensive understanding of Site Business systems.
  • Providing technical and administrative direction, coordination, evaluation, training, and mentorship to a team of Project Controls specialists.
  • Conducting personnel performance evaluations and offering counseling.
  • Assisting in personnel selection and training as needed and participating in developmental activities.
  • Creating and delivering training programs in Project Controls systems and methodologies.
  • Preparing and presenting financial information in a suitable format to senior management.
  • Leading project cost reviews and schedule meetings.

Security Clearance: Candidates must be able to obtain and maintain a DOE "Q" security clearance. An active DOE clearance is not initially required for assigned duties, but selected candidates will be notified when to apply based on specific work assignments.
