Duties

As a DIRECTOR OF INSPECTIONS (TITLE 5), GS , you will perform the following duties.

  • Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools.
  • Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Develops and manages the after-action report process, which are designed to capture lessons learned and strengths after each exercise is concluded whether internal to a unit or wing wide.
  • Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Through trend identification and analysis, communicate data throughout the wing to commanders and unit self-assessment program managers for possible inclusion in their individual unit programs to determine compliance. Works directly with commanders at all levels to assist in the identification of key deficiencies, key observations, and overall program effectiveness. Ensures CCIP calendars, external inspections and visits and Gatekeeper events are presented to the wing commander or delegee. Functions as the subject matter expert for waiver determination, writing, and submittal to the appropriate approval authority with commander's concurrence. During deficiency management, will discuss the waiver process with commanders and provide different courses of action for commanders to make decisions. Oversees and provides input into the development of the business rules and the commanders dashboard, specifically as it relates to the CCIP inspections and exercises. Authors the commander's inspection report (CCIR) detailing the readiness and compliance of the wing to G-MAJCOM(s), State Adjutant General and NGB/IG. Formulates the report around the four major graded areas in which mastery level knowledge is required. T5867
