Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Deputy for Operations, Assistant Director, Facilities Management (FM) Division. Serving as the Facility Management System Analyst for facilities maintained by the OCSO for Legislative Branch Agencies and Organizations across two D.C. Metropolitan Area sites for Architect of the Capitol.



Duties

Facility Management System Analyst is responsible for managing CMMS related activities including but not limited to: data validation, data conversion, functional specifications, program software system quality testing, identification of performance and/or environmental issues, coordinating and/or performing any necessary application or operating system tuning, and support of compliance and operations initiatives within all projects whether system or operational.

Duties quoted below are at the GS-12 level.

  • Responsible for the daily administration of the Computerized Maintenance Management System (CMMS), building automation systems (BAS) and energy management systems (EMS). Supports FM Division operations at two different sites through revisions, adjustments and changes to preventive maintenance schedules and assigned tasks in the CMMS. Works with the FM team to generate reports and perform analysis of performance data from the CMMS for revisions and improvements. Aligns OCSO asset tracking and parts inventory process to align with AOC EAM goals.
  • Recommends division software and hardware needs that would benefit OCSO facilities and operational performance. Works to utilize and expand the use of CMMS systems to improve on work efficiency, timeliness and scope.
  • Generates standard and ad-hoc reports using the standard report structure of the asset data system, and other end user reporting tools, provides information for the preparation and distribution of periodic standard location and equipment reports to support maintenance teams and management requests.
  • Provides technical oversight of contractors performing maintenance and preventative maintenance of mechanical, electrical and facility systems. Works with contractor personnel to insure maximum utilization of the CMMS system.
  • Supports facility and client needs and takes action based on the needs assessment that would enhance and benefit OCSO facilities and client operations.
  • Determines division software needs and takes appropriate action, based on the needs assessment, that would benefit OCSO facilities and operational performance. Works with OCSO Facility Managers to utilize and expand the use of CMMS systems to improve on work efficiency, timeliness and scope.
  • Performs quality control checks of asset data to ensure the accuracy of all data within the system. Provides input to facility managers on system needs, the performance of asset data software needs and improvements to the asset data analysis system.
  • Provides daily user support including routine troubleshooting and system and data maintenance for asset data analysis. Assists with establishing equipment and asset records; associates the manufacturer's maintenance recommendations with the records. Defines, compiles, and incorporates maintenance activities in the CMMS system. Provides guidance and support to end users in the operation, use and capabilities of the CMMS.
  • Assists the Facility Management Division in preparing Standard Operating Procedures (SOPs) and Method of Procedures (MOPs) for building controls, key equipment, systems, services and scheduled outages.

Responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.
