Position Description

Attracting and hiring diverse, highly qualified, culturally competent, and strongly committed Officers to meet Seattle's public safety needs is the highest priority of the Seattle Police Department (SPD).

The Seattle Police Department is seeking a Police Recruitment Innovation Manager to fill the vital role of increasing the capacity, efficiency, and effectiveness of the recruitment process, while maintaining the quality of applicants, and ensuring their alignment with the City's values and community's expectations.

This position will be empowered to challenge the existing recruiting mechanisms, identify, and break down inefficiencies and barriers, and implement new systems and processes to streamline recruiting.

This position provides day-to-day leadership and operational oversight to two (2) non-sworn senior police recruiters, support to the recruiting Sergeant and cadre, collaboration with other City partners, and with the marketing agency implementing a new brand and media messaging plan.

The Police Recruitment Innovation Manager is a professional staff position and reports directly to Seattle Police Department Human Resources.

The successful candidate will have excellent communication, collaborative and problem-solving skills; and the ability to demonstrate a positive and enthusiastic commitment to public service.

Job Responsibilities

Project Management and Process Improvements:
Provide strategic leadership and direction to achieve desired outcomes related to recruiting and outreach.
Make daily decisions to ensure goals and missions of the unit are met.
Create a defined framework to guide, support, expand, and diversify recruiting efforts.
Assess and evaluate current programs; fine-tune and streamline processes for improvement.
Develop and deploy system-wide improvements, innovations, efficiencies, and tools.
Understand relevant State and City laws, rules, and commissions governing civil service hiring.
Effectively manage budget and allocate resources.

Team Development:
Provide leadership, direction, and mentorship to the Recruiting team.
Impart organizational knowledge to support team development, cohesion, and excellence.
Foster a culture of teamwork, continuous growth, and innovation.
Evaluate staff performance.

Data Analysis and Reporting:
Analyze data and metrics to assess effectiveness of and propose refinements to recruiting strategies.

Lead the implementation of directives outlined in City of Seattle Ordinance 127026, which stipulates reporting requirements related to retention and recruitment.

Make recommendations to the Seattle Police Department Executive Director of Human Resources.

Stakeholder Engagement:
Participate and report at divisional leadership meetings and exchanges to ensure alignment with recruiting goals and initiatives.
Collaborate with internal stakeholders, including the Fire and Police Exam Unit and the Public Safety Civil Service Commission.
Build and maintain relationships with external partners, such as educational institutions, community organizations, and professional associations.
Represent the Seattle Police Department at community events, career fairs, and networking events.

Qualifications

Required Qualifications:
A bachelor's degree in project management, human resources management, social sciences, business administration or related field; and three years of supervisory experience or progressively responsible personnel administration (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work)

Desired Qualifications:


Demonstrated knowledge and expertise in management practices and principles, human resources, nationwide police recruiting strategies/best practices, and project management, particularly in a government/public sector/unionized setting.

Demonstrated ability to train and inspire professional and support staff and promote enthusiastic teamwork.

A commitment to listening, creating space for diverse perspectives, and a professional practice grounded in ethical, unbiased, and respectful actions and decision making.

The ability to think strategically, strong problem-solving skills, emotional intelligence, and a combination of the following: Experience in:

Position Requirements:
Must pass a Seattle Police Department background investigation.
Must possess a valid Driver's license.

Specific Shift/Schedule Needs:
Hybrid schedule available.
Must be willing to work occasional nights and/or weekends for community events, workshops, public speaking engagements, and meetings.
Required travel: 15% in state and 10% out of state, especially heavy during university recruitment seasons.
