Duties
  • You will review and analyze building mechanical and electrical systems, HVAC automation and/or energy management systems, and building envelope.
  • You will identify energy conservation opportunities in buildings.
  • You will identify means to bring a building back into proper operating condition.
  • You will provide oversight in the preparation of test procedures for checking operation of mechanical systems.
  • You will provide oversight in the performance of testing and balancing of HVAC systems.
  • You will oversee in the correction of HVAC deficiencies and documentation of repairs and adjustments.
  • You will generate reports of findings, recommendations, cost estimates and savings calculations as a result of building retro-commissioning.
  • You will provide oversight in performing measurement and verification to document energy savings for facilities where retro-commissioning is performed.
  • You will provide planning and direction to facilitate supervision of a team of professionals tasked with retro-commissioning of existing facilities.
  • You will manage a budget and reallocate funds within the budget to accomplish goals and objectives.

      Qualifications

      This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.

      In addition to the SPF and basic education requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Overseeing/performing testing and balancing of HVAC/mechanical systems in a wide range of facilities; 2) Conducting measurement and verification processes associated with facilities retro-commissioning; 3) Mentoring junior engineers in building construction, facilities engineering, public works management, construction commissioning, and/or specialized inspection techniques; and 4) Generating reports of findings, recommendations and savings calculations associated with building projects.

      Physical Demands
      The physical demands include sedentary work, however also requires frequent on-site field inspections and analysis of facilities which requires a considerable amount of walking, stooping, bending, and climbing, and exposure to routine construction site physical exertions such as walking over rough, uneven or rocky surfaces for extended periods of time, i.e. four hours or longer, without rest periods, occasionally late in the evening. Some agility is required in walking around or over building materials, excavation sites, and heavy equipment.

      Work Environment
      The work environment includes sedentary work within an office setting. It may involve moderate risks or discomforts on a regular basis which may require special safety precautions, e.g., visiting working job sites or hazardous test environments where machines, moving equipment, chemicals, noise and/or vibrations may be present. The employee may be required to use protective personal equipment (PPE) clothing or gear such as masks, gowns, coats, boots, hardhats, steel toe shoes, goggles, gloves or shields and will be expected to maintain any required PPE certification current. Duties will include a minimum of 50% travel to conduct engineering site visits, visit PWDs, and attend meetings. Travel by air may be required.

      Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.       Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
