Main Purpose of Job

To serve as a member of the natural resources planning team, responsible for providing,\r
research, analysis, and expertise in the following areas: land use planning practices; scientific\r
literature; resource management; climate change adaptation techniques for State and local\r
agencies; equity and environmental justice practices; legal land use issues; and geographic\r
information systems and statistical data; oversight of grants to local governments. The planner\r
will work as part of the Commission's Policy and Research Team. The planner will prepare\r
reports and public presentations concerning Critical Area regulations and practices. The planner\r
is also responsible for monitoring land development projects and oversight of locally-\r
implemented Critical Area protection programs, including technical review of land development\r
projects, and providing natural resource planning assistance to local governments.\r
This position is eligible for telework consistent with the Department of Budget and Management\r
Policy (2 telework days) through a signed teleworking agreement. Regardless of teleworking\r
status, all assigned duties shall be performed as described including field work, outside meetings,\r
and attendance at public boards and hearings.�During teleworking hours, the planner is\r
responsible to be available within agreed upon working hours, maintain contact with supervisors\r
during working hours, and track daily tasks completed via email. The planner is expected to use\r
appropriate and professional discretion in determining virtual versus in-person meetings and\r
discussion.

POSITION DUTIES

The Department of Natural Resources - Critical Area Commission for the Chesapeake and Atlantic Coastal Bays is currentlyaccepting applications for a full-time Natural Resources Planner IV. The Natural Resources Planner IV is a member of thenatural resources planning team, responsible for monitoring land development projects and oversight of locally-implemented Critical Area protection programs. While specific experience with Maryland's Critical Area law is not required, the Natural Resources Planner IV is expected to have experience in environmental and land use planning, including: technical review of land development projects for compliance with Critical Area or related environmental regulations; assistance to local governments; research of current planning, scientific and resource management issues relevant to coastal areas; research and implementation of climate change adaptation techniques for State and local agencies; experience with natural resources and land use management, report preparation, and public presentations concerning regulations and practices.\r

This position is with the Critical Area Commission for the Chesapeake and Atlantic Coastal Bays, which is an independent commission housed under the Aquatic and Natural Resources Division of the Department of Natural Resources. It requires collaboration with other Critical Area Commission staff, appointed Commission members, other DNR staff, local government staff, and a wide range of nonprofit and governmental agencies. This collaboration is key to the success of this position.\r

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree from an accredited college or university in an environmental science or natural resources planning, management or development.\r
Experience:�Five years of experience in natural resources planning or�applied environmental science.\r

Candidates may substitute the possession of a Master's�degree from an accredited college or university in natural resources planning, management, administration,�development, environmental, urban or regional planning;�resources economics or development; environmental system�management; water or land resources planning and management; environmental landscape architecture; or the�physical, chemical, biological or environmental sciences�for up to three years of the required experience.\r
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning, management, administration,�development, environmental urban or regional planning;�resources economics or development; environmental system�management; water or land resources planning and�management; environmental landscape architecture; or the�physical, chemical, biological or environmental sciences for the required experience.\r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general�natural resources management and biological sciences classifications or general natural resources management and�biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and�education.�\r
