This posting is for a permanent position in a hybrid telework capacity. It is not eligible for 100% distant/remote telework.


This position will lead a team of technical professionals supporting the administration, configuration, maintenance, and development of the Library's ServiceNow Platform and web site.

The successful incumbent for this position possesses the ability to develop and implement a technical roadmap to modernize ServiceNow in support of the various mission critical services deployed on the platform, manage the government acquisition process in support of tools and services leveraged to advance the ServiceNow platform, lead a staff of technical resources maintaining ServiceNow & and develop collaborative relationships within OCIO and across the Library with stakeholders impacted by ServiceNow &


The incumbent provides expert advice, technical recommendations and technical support of a wide range of matters related to the overall fulfillment of the mission and goals of the Office of the Chief Information Officer (OCIO) and the Library of Congress with respected the integration and deployment of systems, applications and services within a hybrid hosting environment focusing on cloud technologies.

The incumbent both independently prepares and provides oversight in the preparation of highly detailed and complex specifications for Information Technology (IT) support.

The incumbent is responsible for technical evaluations of existing and proposed processes, applications, platform designs, integrations and maintenance to support the Library's functions and operations.


In addition, this position provides expert technical advice in the monitoring and evaluation of contractor activities on contracts covering Library wide systems.

They will direct, coordinate, and approve detailed planning design, development, programming, testing, documentation, training and implementation of IT systems using outside vendors and/or contractors.

They will collaborate with vendors and end users on a daily basis to ensure that contract requirements are met, and that all activities are performed in compliance with the terms of the contract.

The incumbent will be required to obtain and maintain appropriate COR certifications needed for all phases of contract administration including pre-award and selection; management of the life of the contract and closeout.


This position will facilitate high-level meetings with various stakeholders across the Library, conduct research into current and emerging technologies, and prepare briefings and presentations for audiences at all levels of management on topics associated with the development of systems at the Library.

Qualifications


Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.


Ability to supervise and lead a diverse workforce.**Ability to develop and maintain software applications and web sites.**Ability to communicate in writing.

Knowledge of web technology and services.

Knowledge of the principles, methods, and techniques of IT Project Management processes in support of application design and development.

This job does not have an education qualification requirement.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
