Duties
  • You will establish the guidelines and rules for the water commodity's Single Platform MAXIMO set up within NAVFAC corporate Single Platform MAXIMO guidelines.
  • You will conduct water commodity utility assessments.
  • You will produce weekly "Scorecards" showing performance standards and identify trends for the commodity.
  • You will analyze performance standards and identifying trends for the commodity.
  • You will project future workload volume for the commodity based on historical data, current work execution strategies, and anticipated funding levels.
  • You will develop new ways to provide water service, establish a maintenance program, develop Standard Operating Procedures, and establish various other criteria and policies covering water distribution.

    • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • The position is within a regional command and the incumbent serving in this position may at any time, be assigned to any site or workstation within NAVFAC MIDLANT AOR. Travel will be required to other sites within the NAVFAC MIDLANT AOR.

      Qualifications

      This position has a Selective Placement Factor which is: Registration as a Professional Engineer (PE). It is required that you provide a copy of your current registration with your application.

      Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and recommending opportunities for improvements in the process for work induction, production control, and actual execution of services related to water distribution; 2) Utilizing technical expertise to develop proposals on the efficient utilization of systems, machinery, equipment, and personnel; 3) Preparing and presenting briefings to various levels of personnel to effectively communicate proposals, data analysis, and recommendations; 4) Preparing cost projections based on tend analysis; and 5) Establishing and maintaining the water commodity's reliability, and customer safety at the highest possible state.       PHYSICAL DEMANDS:
      Office work involves standing, walking, bending, and moving items, mostly under 25 pounds.
      Fieldwork requires considerable walking, bending, climbing, and work around hazardous materials/wastes, in industrial areas and confined spaces. Work in the field may require the use of personal protective equipment (PPE), including a hard hat, steel-toed shoes, protective goggles, respirators, and other protective clothing.

      WORKING ENVIRONMENT:
      At least 75% of the work will be performed in an office setting. Fieldwork will be required approximately 25% of the time. Fieldwork requires typical precaution taken when working in and around industrial areas and construction sites. The work may require working around moving equipment, high levels of noise, and hot and cold temperatures.

      Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.       Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
