Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement. #LI-VB1

Major Responsibilities:

Provides support under the direction of senior ES&H management for the project implementation and ongoing compliance with Core Process 109 Craft Based Leadership. Performs technical safety and health tasks, sampling, and the training required for worker (peer to peer) monitoring activities.

• Manages global Environmental, Safety and Health (ESH) services and establishes strategic objectives, standards, systems, and policy for ESH performance among corporate-based functions, global business units (GBUs), and projects.
• Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring.
• Oversees and assures that ESH requirements are properly interpreted by projects and other functions, and integrated in GBU processes, planning, procedures, and training for all three ESH disciplines (including medical).
• Develops and sustains the ESH Management System and assures that it is applied across all functions, GBUs, and projects to continually improve EHS program execution.
• Has overall responsibility for ESH program development and execution within Bechtel, confirming that corporate functions, GBUs, and projects adhere to ESH requirements, standards, and customer expectations.
• Manages budgets, schedules, and resources for interpreting and implementing complex ESH requirements, evaluating and applying appropriate ESH principles, and developing suitable plans and methods in compliance with global ESH requirements.
• Oversees and reviews implementation of Bechtel's ESH Policy, Management System, and standards.
• Confirms ESH emergency preparedness planning and the adequacy of incident investigation and resolution.
• Conducts audits to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards.
• Confirms that environmental regulatory submittals, documentation, and actions are completed as required.
• Executes other ES&H duties as assigned by ES&H manager or supervisor.

Education and Experience Requirements:

Bachelor's degree (or international equivalent) related to environmental sciences, field biology, or natural resources with 1-2 years of relevant experience or 5-6 years of relevant work experience.

Required Knowledge, Skills, and Abilities:

• Ability to provide support under the direction of senior ES&H management for the project implementation and ongoing compliance with Core Process 109 Craft Based Leadership.
• Ability to performs technical safety and health tasks, sampling, and the training required for worker (peer to peer) monitoring activities.
• Knowledge in safety engineering, behavior-based safety, and/or environmental compliance activities.
• Knowledge of governmental ES&H standards, procedures, rules, and regulations.
• Ability to maintains dialogue with representatives from each department within the facility to monitor compliance with the ES&H program, procedures, and regulatory requirements.
• Aids in follow through on inspection and audit findings to ensure corrections are made as per CBL feedback for CBL Quality and Reviewing Program.
• Ability to write and posts weekly CBL message's, publishes and delivers as required for CBL focus areas.
• Ability to perform proper record retention for the following documents, following the guidelines in CP 109: training attendance list, meeting minutes and attendance list.
• Ability to chair, record and coordinate actions for weekly CBL meeting.
• Skilled at producing reports, document data trends and holding discussions with ES&H teams(e.g. performance graphs, behavior by category (work area or other demographics) as decided by CBL team, behavior trends – safe and at risk).
• Prior experience and training leading to the thorough understanding of the knowledge described above.
• Confident user of Microsoft Office Suite, SharePoint, Power BI and One Drive tools.
• Highly proficient trainer and facilitator of adult learning and assessment.
• Demonstrates ability to prepare and present effective oral and written reports.
• Experience, understanding and implementation of Craft-Based Leadership Programs.
• Experience in development, presentation, and assessment of ES&H education and training plans/packages on large construction projects required
• Ability to manage multiple priorities and operate in a fast-paced environment

Additional Information:

Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
