Duties


This position serves as an Administrative Officer in the American Folklife Center (AFC), Special Collections Directorate (SCD), Researcher and Collections Services (RCS) within Library Collections and Services Group (LCSG) at the Library of Congress.


The incumbent reports to the AFC Director and is responsible for carrying out a variety of administrative tasks in support of the Division's mission while providing direct support to the supervisors and staff.


The employee has a confidential working relationship with the Director, and the Director is significantly involved in labor-relations by regular attendance at meetings where labor-management relations are discussed.


With the supervisor's assistance, performs and monitors administrative management requirements, including applying administrative policies and procedures, interacting with Library systems such as Momentum, eManagement, EmpowHR, WebTA, Serena, Service Now, Confluence, and E2 to handle financial transactions, leave, personnel, travel, training, and other staff requirements.

Assists with official travel arrangements for staff, in consultation with supervisors and travel officials at the Library.

Works directly with leadership to organize travel logistics connected to in-person meetings of key stakeholders, such as the AFC Board of Trustees, that take place in Washington D.C.

and around the country.


Serves as the organization liaison with Financial Management Directorate (FMD) and the Employee Resources Management and Planning (ERMP) Division, and in some instances the Human Capital Directorate (HCD).

Assists in performing liaison human resources administrative support for the Center and subordinate sections.

Provides guidance to managers and supervisors in human resources matters involving staffing, classification, leave administration, employee relations, and training issues.

Assists managers and supervisors with recruitment by preparing necessary documents and providing guidance on proper procedures and policies.

Coordinates and prepares personnel actions, tracks the status of various personnel actions from origination to conclusion in areas relating to human resources management in order to ensure that suspense dates are met, that employees are paid properly, that employees are at the proper step and within proper leave categories, etc.


Serves as a Contracting Officer's Representative (COR) and provides support to the Division's other CORs in preparation of purchase requisitions, recommendations for engaging experts and consultants, and Requests for Proposal (RFPs), which are administered by the applicable organizational component to assure adequacy of proposed resources.


Identifies, considers, and assists in resolving procurement administration problems of a routine nature, such as reviewing paperwork and following up to resolve minor glitches that delay procurements.


Assists in coordinating administrative tasks in support of established requirements for supplies, property management, or office moves such as setting up and maintaining systems to control the purchase and use of supplies.

Performs administrative duties to support the coordination of office moves, office construction, and other facility improvements. Works with other offices to arrange and coordinate such activities.


Acts as liaison to other managers and staff within the applicable organizational component and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement policies, directives, and instructions.

Addresses questions related to office services and new projects. Assists in the resolution of complex program or administrative issues or problems. Independently addresses issues or questions based on precedent and procedure. Has regular contact with Library of Congress staff, managers, and officials at all levels of authority.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to perform administrative management functions. **Knowledge of budget, financial, procurement and contracting administration practices, and procedures. **Ability to communicate in writing.

Ability to utilize computer technology and applications.

Ability to interact collaboratively with others in order to provide consultation and liaison services.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
