As a Management and Program Analyst, GS , you will be responsible for:

• Independently and in teams, planning and proposing an approach to OPE leadership to support the organization's data management objectives such that they are aligned with improving data maturity and implementation of the ED Data Strategy.

• Coordinating the implementation of the OPE data stewardship approach, in collaboration with data professionals and program managers.

• Communicating information, including new policies and initiatives, to all data stewards in OPE; identifying and building capacity to provide technical assistance as needed to support the implementation of new policies and initiatives.

• Staying abreast of and provides advice and expertise on agency successful practices as they relate to data management and incorporate them as appropriate within OPE; sharing successful practices with those in other offices.

• Identifying OPE data literacy needs and serve as the data literacy ambassador and champion for the organization.

• Building expertise to provide technical assistance on data-related issues (such as those related to data governance, strategic use of data, and data access, transparency, and use) to increase the use of successful data management practices in the OPE.

• With supervisor and OPE leadership guidance, representing organizational data stewards in agency-wide discussions and decision-making.

• Assessing the impact of proposed data policies on OPE data management activities and advocating for common solutions that will address organizational needs most effectively.

• Identifying and developing expertise in notable and best data management practices, both in and outside the Department, to identifying and presenting opportunities for adoption within OPE.

• Reviewing and analyzing proposed and adopted data policies and priorities, OPE needs, and achievements to assess the impact on organizational data management activities.

• Serving as a contracting officer representative (COR) for OPE contracts in support of data presentation, maturity and stewardship efforts; and ensuring all required documents are prepared and submitted for approved activities.

• Monitoring contractor performance, working with Management Support Unit staff, to ensure requirements are carried out and OPE receives the services requested on contracts.

    • TELEWORK ELIGIBILITY:

      You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

      Qualifications

      Minimum Qualification Requirements
      You may meet the minimum qualifications for the GS-14, if you possess the specialized experience.

      Specialized Experience for the GS-14

      One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

      1. Experience in applying a range of information policy issues, including open data, digital services, and information design.

      2. Experience in planning, organizing, and leading unstructured teams and effectively negotiating with management to accept and implement recommendations.

      3. Experience in synthesizing data and communicating it through various formats and methods, including business intelligence and data presentation tools.

      Knowledge, Skills, and Abilities (KSAs)
      The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

      1. Knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures.

      2. Ability to synthesize complex topics and information into briefings for various audiences at different levels of understanding of the subject matter.

      3. Knowledge and understanding of best practices in data management and data maturity, in the context of the Department's Data Strategy.

      4. Knowledge of requirements associated with relevant laws, regulations, and guidance, including the Evidence Act, the Paperwork Reduction Act, and the Information Quality Act.

      5. Knowledge of the underlying principles of the statutes, regulations, and policies for contracting and acquisition, such that the incumbent is capable of recommending, formulating and implementing acquisition initiatives.

      Education

      Education can not be substituted for experience at the GS-14 grade level.
