King County voters approved a nine-year property tax Crisis Care Centers Levy in April 2023 to fund the Crisis Care Centers Initiative from 2024 to 2032.

The Initiative will create a countywide network of five Crisis Care Centers, restore, and expand mental health residential treatment beds in the region, and invest in the recruitment and retention of the community behavioral health workforce.

Crisis Care Centers are a type of behavioral health facility that will have three core components:
a 24/7 Behavioral Health Urgent Care Clinic, a 23-hour Crisis Observation Unit, and a Crisis Stabilization Unit.

Crisis Care Centers will use a "no-wrong door approach" and will endeavor to accept, at least for initial screening and triage, any person who seeks behavioral health crisis care.

Crisis Care Centers will also be expected to provide a Post-Crisis Follow-Up Program to promote post-crisis stabilization for people who receive services at Crisis Care Centers.

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Crisis Care Centers Operations Manager (Project/Program Manager IV) to help implement, grow, and maintain a countywide network of five crisis care centers.

This position will hold direct responsibility for implementation and compliance of crisis care centers.

This position will bring together program leads from various functional areas across BHRD to support the procurement, operation, and coordination of crisis care centers.

Areas of responsibility include, but are not limited to, provider relations, training, capacity building and network management; development of policies and procedures in partnership with crisis care center operators, crisis system partners, community members and local jurisdictions; facilitation of provider payments and incentives; support of continuous quality improvement activities in BHRD's role as an accountable entity; identifying and clarifying business rules and technical specification to support information technology system configuration and interoperability; and oversight of data collection, validation, and reporting to administrative and regulatory agencies.

The incumbent will lead the development, implementation, and oversight of crisis care center and post-crisis follow-up program operations.

This position will require strong organizational and communication skills to support coordination with the Behavioral Health Administrative Services Organization (BH-ASO) and the King County Integrated Care Network (KCICN).

This position will coordinate the development and implementation of policies, protocols and procedures related to operationalizing the centers by working closely with the Performance Measurement and Evaluation (PME) team, BHRD's Information and Data Systems (BIDS) section, and the Contract and Procurement (C&P) team to ensure continuity across DCHS.

The incumbent will be responsible for developing and overseeing compliance with contracts, the BHRD Provider Manual, and fiscal and reporting requirements to ensure the behavioral health providers are successfully delivering crisis care center and post-crisis follow-up services.


This position will supervise a team of Project/Program Managers and report to the Crisis Care Centers Strategic Planning Manager.

Job Duties

To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to:

Create and implement policies, procedures, and protocols across crisis care centers, post-crisis follow-up programs, and other crisis system partners, both internally and externally, to ensure consistent and high-quality operations and service delivery.

Ensure execution of strategic vision and continuous alignment with the adopted (CCC-L) Implementation Plan.

Establish and manage partnerships with local and state agencies, managed care organizations, and health systems to achieve program goals and promote programmatic stability and sustainability.

Collaborate with crisis system partners such as crisis call center and mobile crisis providers, emergency medical services, law enforcement, and others to help build interagency relationships and ensure alignment of crisis care center operational activities.

Support crisis care center operators to engage with community members, people with lived experience, community-based organizations, and local jurisdictions.

Coordinate with the Behavioral Health Administrative Services Organization (BH-ASO) and King County Integrated Care Network (KCICN) to ensure effective internal and external communication and operations.

Work closely with BHRD's Compliance Officer to ensure operators adhere to legal, regulatory, and contractual requirements across all programs and systems.

Foster collaboration and communication across multiple sections within DCHS including C&P, PME, BIDS, Provider Relations, Finance, and Quality.
Prepare and submit comprehensive reports to leadership on program activities, outcomes, and compliance status.
Supervise a team of Project/Program Managers with responsibilities related to crisis care center operations, processes, procedures, and systems.

Oversee the development and execution of Technical Assistance and Capacity Building (TACB) processes, including the development of training materials and structure for partners.

Experience, Qualifications, Knowledge, Skills

Bachelor's Degree and at least 5 years of professional experience in public sector behavioral health, primary care health services, OR an equivalent combination of experience, education and/or training that provides the knowledge, skills, and abilities to perform the work.

Two or more years of direct supervisory experience, including mentoring, coaching, and supporting team members.
Strong experience in project management, including developing and managing project plans and tracking actions to completion.

Strong facilitation skills, including demonstrated ability to coordinate and facilitate meetings with cross-sectors of subject matter experts, Committees, and key partners.

Knowledge of and experience with substance use disorder and mental health services in King County and/or Washington State or equivalent experience in another state, including but not limited to systems that serve low-income & vulnerable clients.

Proven ability to work effectively with individuals who may have markedly different perspectives.
Strong written and verbal communication skills.
Ability to manage multiple tasks simultaneously.
Excellent interpersonal skills.
Strong knowledge of Office 365, Outlook, OneNote, Microsoft Teams, and Excel.
Have a well-developed understanding and application of equity and social justice principles.
Valid Driver's License or the ability to travel throughout the county in a timely manner.

DESIRED QUALIFICATIONS:
Knowledge of and experience with federal, state, and regional rules, regulations, and contract requirements pertaining to behavioral health managed care (e.g., CFR, RCW, WAC, Medicaid State Plan.)
Graduate degree with coursework in social or health care administration.

ADDITIONAL POSITION INFORMATION:
This position has been designated Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

The work associated with this position will be performed or conducted through a combination of teleworking, onsite and on the field work and meetings.

Employees will have access to shared workspaces at various King County facilities.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.
