The CHHS also has a robust consulting portfolio through which it provides tailored and comprehensive consulting services in the fields of emergency management and homeland security to governmental and institutional organizations.

Specific areas in which it provides consulting services include community resilience, continuity of operations planning (COOP), exercise and training, health security, disaster recovery planning, and public safety technology.

Over 90% of CHHS's funding is derived from public and private entities that retain CHHS on a fee-for-service basis in its consulting activities, and from fees associated with it academic activities which includes a diverse catalog of courses in the Maryland Carey Law's Juris Doctor (JD), Master of Law (LLM), Master of Science in Law (MSL), and Master of Professional Studies (MPS) programs.
