Duties
  • You will oversee personnel, processes and facilities for several hundred military, civilian and contractor staff. Manage an $11B annual budget, influencing billions more in aviation, ships weapons, communications programs and Foreign Military Sales.
  • You will serve as the principal technical and managerial advisor and consultant to subordinate program managers for development and promulgation of concepts, objectives, meetings and procedures required for management of Acquisition Programs.
  • You will be assigned all authorities that affect the management of the Strike Weapons Programs and report directly to the Navy's Acquisition Executive, the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RDA)).
  • You will remain current on all programs, advise the Navy Acquisition Executive (NAE) of program status and ensure imminent actual breaches of OSD/Secretary of the Navy decisions/established program baselines are reported to the NAE with alternatives.
  • You will assist program managers with total resources allocated to major Naval Aviation Systems Programs.
  • You will ensure timely responses to fleet problems and ensure effective public relations and represent the PEO at press releases, media events and conferences.
  • You will review and approve key acquisition documents and reports. Exercise Source Selection Authority and Milestone Decision Authority as delegated by the NAE.
  • You will maintain total control over civilian payroll, Research, Development, Test and Evaluation, and procurement funds as allocated by the Navy Comptroller including reprogramming approval within established Congressional, OSD, and DON thresholds.

      QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.

      EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.)

      1. Ability to plan and direct the technical and business aspects of complex major weapons systems acquisition programs.

      2. Knowledge of budget and execution processes for strategic planning, program development, and resource allocation (e.g., the Department of Defense (DoD) and Department of the Navy (DON) planning, programming, and budgeting and execution process).

      3. Knowledge of major systems acquisition process and ability to integrate DoD and DON systems acquisition policy and operations.

      4. Knowledge of business and financial management systems and principles and ability to apply leadership techniques.

      5. Knowledge of engineering, physics, engineering management or a related field or equivalent experience.
