Provides management, oversight and technical assistance for USAREC involving civil litigation, contracts, fiscal law, standards of ethical conduct, interaction with State and local Governments, intellectual property, and administrative law.

Responsible for timely, accurate, and responsive opinions to the Recruiting Commanding General, subordinate command, brigade and battalion commanders, directorates, and staff in the areas of Contracts, Fiscal Law, Intellectual Property and Ethics.

Ensures that staff attorneys prepare well-researched in fiscal law, standards of ethical conduct, procurement fraud, contracts, Joint Ethics Regulation, intellectual property (copyrights and trademarks) and other statutory initiatives.

Provides policy and oversight support to five Brigade Judge Advocates and six civilian attorneys in the fields of ethics, fiscal, contracts, and intellectual property or other administrative law fields on issues that arise on a command wide basis.

Serves as the ethics attorney with issues ranging from the receipt of gifts, use of Government resources, including scheduling of conferences, agreements with multi-national corporations in support of the recruiting effort, travel questions, etc.

Develops and presents training classes on government ethics to military and civilian personnel at HQ, USAREC, subordinate commands, brigade and battalion personnel, and the Recruiting and Retention School.

Serves as the lead staff counsel on fiscal law and appropriations.

Interpretation of statutes, research and interpretation of annual appropriations and authorization legislation, and analysis and application of the decisions of the Comptroller General and federal courts concerning the use of appropriated funds.

Serves as the acquisition attorney in support of four separate acquisition directorates as well as contract and fiscal law support to recruiting commanders and brigade judge advocates spread across the United States.

Responsible for proper execution of contracts, including several complex procurements to include the Partnership for Youth Success, and direct execution of statutory directives including several with Congressional reporting requirements.

Advises the USAREC Advertising and Public Affairs Directorate and the Ordering Contracting Officer on issues involving the use of images, music, poetry, text, and other creative work in the creation of Army advertising materials.

Serves as a Supervisor, performing various technical and support duties. Provides operating guidelines for subordinates to achieve established goals and objectives.
Assigns and explains work requirements for new or changed programs, functions, goals and processes.

Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees; develops performance standards and rate employees; provides and arranges for development and training.
