Summary This position functions as the Decedent Affairs Program Specialist and is responsible to manage the daily business operations of the Decedent Affairs program.

Work includes program administration, providing Decedent Services, data management and analysis, and providing liaison and fiscal management services. Responsibilities The incumbent serves in a developmental capacity at the Program Specialist, GS level.

During the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.

Program Administration 30% - Incumbent is the Program Specialist for Decedent Affairs under Medical Social Work Services. Incumbent reviews daily death notifications for Veterans who died at the John D. Dingell VA Medical Center and within Community Hospitals or nursing home settings.

Incumbent follows up with the unit where the Veteran died and assists in having the death certificate completed by the medical provider.

Incumbent checks with Administrative Officer of the Day (AOD) for death certificates which may have been sent to the Emergency Care Unit (ECU) overnight and retrieves those death certificates.

Incumbent follows procedures in accordance with Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA) policy, and ensures implementation of policy and procedures for all persons involved in the decedent affairs program in the health care system.

Incumbent ensures facility compliance with federal, state, and local policy concerning the disposition of deceased Veterans who are in or under our care.

Incumbent assists and makes recommendations for local program policies and procedures to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the correctness and responsiveness of transactions and services.

Incumbent verifies information in Vista as to the date and time of death and the pronouncing medical provider or the person responsible for the death certificate.

Incumbent maintains a log of VBA, NCA, and local funeral home points of contacts.

Incumbent prepares and maintains decedent affairs information packets to provide NOKs at times of death which occur outside of normal business hours.

Incumbent maintains paperwork, forms, and resources for facility death packets; provides education and information to internal and external customers concerning end-of-life planning, including death, burial, and funeral benefits and options; maintains information on death benefits and burial reimbursement, and make packets available to Veterans and those responsible for a Veteran's funeral arrangements.

Decedent Services 25% - Incumbent greets Veteran next of kin/surrogate decision maker and significant others who present to the office for decedent affairs information and assistance.

Incumbent maintains close working relationships with Veteran Benefits Administration representatives and National Cemetery Administration representatives and serves as the primary point of contact for coordination of services between these three federal agencies - VHA, VBA, and NCA - as it concerns matters integral to decedent affairs.

Incumbent keeps up to date on VBA and NCA policy and procedures and ensures JDDVAMC Decedent Affairs program follows applicable VA rules and regulations.

Data Management and Analysis 25% - The incumbent uses agency, department, and program knowledge to determine essential data collection and provide program assessment and analysis.

The incumbent evaluates program outcomes, ensures quality, and identifies and disseminates best practice models for the management of program resources through data collection and analysis.

The incumbent understands and uses an array of informational and data systems available through local and national sources. Liaison and Records Management 20% - Incumbent is the State Vital Records Liaison and Electronic Death Certificate Coordinator.

Incumbent is the Subject Matter Expert and facility administrator for JDDVAMC's participation in the Michigan Department of Health and Human Services' Vital Events Registration Application (VERA) and the Michigan Department of Health and Human Services' Electronic Death Registration System (EDRS).


Promotion Potential:

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Specialized Experience:

Have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

experience working with computer programs and systems to gather data and run reports, knowledge of administrative programs and policies, experience analyzing and evaluating information; utilizing management information system; Ability to communicate, both orally and in writing, to make presentations, explain recommendations, represent the division and assigned program areas, provide guidance and advise program administrators, respond to inquiries, and prepare reports.

OR, GS-07 Education. Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Physical Requirements:
The work is mostly sedentary and is performed at a desk or computer workstation. The work requires some walking between offices, locations, and on station buildings. The work includes periodic stocking of office and program supplies. The work involves standing, bending, and lifting of up to 15 pounds. It requires dexterity and coordination to perform clerical responsibilities such as usage of computer, phone, and office equipment.
