This position is responsible for developing and executing assigned opportunity capture plans, consisting of new Federal business and re-competes, within the Business Development Lifecycle post-Qualification. Requires the individual to follow proven capture methodologies and collaborate with other organization functional groups to develop the pre-RFP capture artifacts. This individual will lead solution sessions from post-Qualification until transitioning solution artifacts to a Proposal Lead at or near Release of the Solicitation after which they will continue to support the implementation of the capture strategy. This role requires the development and maturation of relationships; internal and external, inclusive of peers, clients, and industry partners.
  • Manages assigned opportunities from post-Qualification through proposal submission following AFSC/Magellan Federal Standard Operating Procedures, Processes, and Templates.
  • Leads assigned capture efforts resulting in annual new Federal business contract awards in accordance with assigned individual and corporate goals.
  • Develops detailed Capture Plans for assigned opportunities post-Qualification approval. Details to include industry best practice capture tasks and the required resources, schedule, and budget to achieve wins.
  • Provides strategic thinking and execution of capture efforts and managing the resources, schedule, and cost to the approved Plans.
  • Collaborates with organization functional groups i.e. operations, business development, procurement, pricing, etc. to develop technical, management, and pricing strategies.
  • Understands capabilities, strengths, weaknesses and direct the development of the capture effort through teaming, technical and management solution development, past performance, transition planning, and price strategy to maximize Pwin.
  • Develops win themes and strategies.
  • Develops competitive analysis in coordination with Business Development Lead.
  • Develops and deliver detailed Solution Reviews and Bid/No-Bid Step Reviews to executive leadership.
  • Ensures Pricing solution is in alignment with technical and management solution.
  • Collaborates with the Proposal Manager and writing team to ensure proposal development and final submission is in alignment defined capture strategy.
  • Provides training and oversight to less experienced Capture Managers as assigned.
  • Collaborates as required with other Magellan Health Inc. business areas to identify relevant capabilities and develop integrated solutions.
  • Supports continuous improvement of Strategy and Growth Team tools and processes.
  • Supports organization audits and compliance.
  • These now provide additional detail for the capture-specific activities we expect.

Other Job Requirements

Responsibilities

8+ years' experience working within the Federal Business Development Lifecycle
2+ years' of demonstrated experience achieving contract awards exceeding $15M in annualized revenue.
Experience in managing a minimum of 3 (three) simultaneous capture effort at any given time.
Ability to effectively collaborate among various internal organizational groups, consultants, industry partners, and client representatives resulting in revenue growth.
Ability to develop and deliver C-Level presentations on capture strategy and implementation.
Demonstrated ability to review and enhance Gap Analysis building upon initial Gap Analysis conducted by Business Development Lead.
Demonstrated ability to continuously meet or exceed assigned capture performance targets.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Actual pay will be adjusted based on an individual's skills, experience, education, and other job-related factors permitted by law.
