Duties

This position is located in the Office of Climate Adaptation and Sustainability (OCAS) in the Office of Policy (OP), within the Office of the Administrator (OA) at the U.S. Environmental Protection Agency (EPA). The incumbent serves as the Director of OCAS. OCAS focuses broadly
on the impacts of climate change on the environment and the sustainability of communities and businesses who live and operate within it. As such, OCAS leads and/or coordinates EPA's intra and interagency approaches to addressing climate adaptation, climate change mitigation,
resiliency, and sustainability to address the current and anticipated impacts of climate change on the natural and built environment.

The incumbent will support climate adaptation and resilience capacity building across the Agency, with an emphasis on serving communities and connecting them with EPA expertise and technical assistance. The incumbent will also be responsible for leading and managing work on
emerging, cross-cutting issues of significance to the Agency, particularly those relating to development and implementation of climate policies that support progress toward a more equitable, resilient, and sustainable economy. This includes but is not limited to climate change
adaptation and resiliency, cross-cutting climate change mitigation strategies, climate-related impacts on vulnerable communities, materials management, climate-related impacts by and on industry sectors, voluntary consensus standards related to climate and sustainability, financial
disclosure of climate-related risks, and other climate change mitigation challenges and environmental issues requiring interdisciplinary expertise and cross-sector, cross-media, cross-agency, and inter-agency (whole of government) approaches.

Specific duties may include, but are not limited to:

- Planning, developing, and implementing the Agency's strategies and priorities that focus on the impacts of climate change and adaptation, sustainability, environmental protection, and economic growth.

- Planning for and establishing the organizational structure of the office as well as its short and long range plans, projects, and goals.

- Drafting and reviewing policies to support climate adaptation and sustainability capacity building within the Agency as well as in conjunction and partnership with federal, state, local, and tribal partners.

- Identifying and creating strategies for use by private, industrial, and governmental actors to help make their activities more sustainable and improve the communities in which they serve and are located.

- Conducting analysis of reports and information disclosures of environmental performance data generated by business, government, and industry.

- Overseeing the implementation of the National Technology Transfer and Advancement Act to support EPA participation in the development of climate-related standards that adhere to the requirements of the International Organization for Standardization.

- Coordinating and conducting activities, partnerships, and relationships with foreign, state, and municipal governments, federal agencies, industry, academia, and private organizations.

- Representing the agency in conferences, seminars, meetings, committees, and panels with industry, academia, private organizations, foreign, state, municipal, and federal governments and agencies.

- Developing and overseeing a financial management system for the office.

- Performing supervisory human resources functions and responsibilities.

    The Ethics in Government Act, P.L , requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

    This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

    Qualifications

    The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

    All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

    As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

    A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

    ECQ 1 - LEADING CHANGE. Involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
    ECQ 2 - LEADING PEOPLE. Involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
    ECQ 3 - RESULTS DRIVEN. Involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
    ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
    ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

    TQ 1 - Demonstrated experience leading and managing an organization or office, including supervising people and overseeing budget and financial management, human resources management, outsourcing, data management, performance management, and/or other administrative and operational program areas.

    TQ 2 - Demonstrated experience leading policy, planning, regulatory, economic development or public health initiatives with different levels of government and communities regarding sustainability and/or climate resilience to work effectively across organization lines and build strong working relationships.

    This job does not have an education qualification requirement.

    If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

    This position is designated as SES General .
