Please review the following job description:

Play a key role in the development, design, and launch of the newly formed Regulatory Capital Policy and Interpretation. Provide guidance to, among others, Regulatory Reporting, Controllers, Corporate Treasury and Front Office with respect to understanding, applying, and reporting Risk Weighted Assets (RWA) and Regulatory Capital.

Act as first line RWA and Regulatory Capital subject matter expert, providing informal guidance to the business and broader Finance organization. Draft interpretive memoranda to both address rule ambiguity questions and as part of new business initiatives. Assist in production and maintenance of RWA and Capital Policies and Standards. Assist in interpretation and implementation of Basel 3 regulatory capital rules.

Contribute to regulator exams and both internal and external audit. Monitor assigned activities for compliance with established regulatory, corporate, and accounting policies and standards. Identify potential new business strategies and/or ideas; analyze alternatives and present recommendations to senior leadership. Provide financial analysis for projects/initiatives with potential financial reporting impact. Review and analyze summary results and trends for inclusion in various reports to Senior and/or Executive Leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. In the capacity of 1LOD (first line of defense) subject matter expert, address, investigate, research, document and assist in necessary implementation efforts for regulatory capital and RWA interpretive matters for current and proposed rules relating to rule ambiguities and new business initiatives.
  2. Assist in the development and maintenance of regulatory capital policy documentation.
  3. Provide ad hoc guidance on regulatory capital and RWA related issues and questions from broader finance function, senior management and the business.
  4. Manage repository of policies and past interpretive matters.
  5. Contribute to regulatory capital and RWA project as needed, particularly the Basel 3 Endgame implementation project.
  6. Collaborate and work across the Finance division to ensure sound controls and procedures. Support reporting and analysis for additional constituencies, including senior management, and various regulatory agencies.
  7. Financial Manager role that coordinates analysis and interpretive process workflow within team. Review and approve work of other team members. Ensure that changes to process workflow and/ or data source are documented and communicated to downstream reporting groups.
  8. Apply knowledge of best practices derived from experience to identify and solve problems of higher technical or operational complexity by leading analysis of possible solutions using data analysis, experience, judgment, and precedents. Take a new perspective on existing solutions to propose innovative solutions. Initiate and assist in implementing long-term solutions. Prepare and review materials to senior leadership summarizing issues and communicating solutions.
  9. Subject matter expert on regulatory capital rules and reporting requirements, for assigned area of responsibility. Maintain working knowledge of all facets of US current and proposed regulatory capital rules, especially as they pertain to Risk Weighted Assets calculation, building expertise related to assigned area of responsibility. Subject matter expert with continued broadening of understanding on more complex, regulatory, and business segment nuances, including allocation methodology.
  10. Leverage working relationship with supported business areas and cross-functional departments to complete complex tasks and deliver high quality work. Initiate process improvements across broad organizational processes to address internal/external challenges.
  11. Coordinate with internal and external audits and examinations (responses to External and Regulatory requests are to be made in collaboration with Accounting Policy). Review and update policies and procedures for compliance with governmental regulations and corporate polices and standards. Coordinate development of new regulatory capital processes and procedures, as needed. Assist in risk management governance and business continuity planning processes as necessary.

QUALIFICATIONS

Required Qualifications:

  1. Bachelor's degree in Accounting or Finance, or equivalent education and related training.
  2. Eight years of relevant accounting or finance experience that includes complex financial analysis.
  3. Ability to work independently with minimal guidance. Proactive in completing tasks and producing deliverables.
  4. Sound and comprehensive understanding of business and organizational strategies and processes. Ability to build consensus through communication and presentation of factual and relevant information.
  5. Strong verbal and written communication skills to interpret and communicate financial analysis to business partners in a concise and useful manner.
  6. Strong analytical and problem-solving skills.
  7. Sound and logical decision-making abilities.
  8. Demonstrated leadership skills and ability to work well with others in a dynamic, team-oriented environment.
  9. Familiarity with risk weighted assets and regulatory capital. High proficiency in computer applications such as Microsoft Office Excel, PowerPoint, Word, Outlook, and other basic software products. Financial Modeling experience.
