Incumbent is highly skilled in the procurement discipline and functions independently, exercising sound judgement in analyzing and developing solutions, advising the Chief of Procurement, Chief Financial Officer and Chief Operating Officer.

Incumbent is fully responsible for overseeing all phases, requirements and functions within the framework of existing laws, regulations, policies, and procedures applicable to the contract delivery process and procurement program for NDU.

Develops procurement objectives, goals and strategies and collaboratively works with all stakeholders to facilitate execution of requirements development, contract award, contract execution and measurement of performance.

Responsible for ensuring the performance of the Contracting Officer (Technical) Representatives (COR/COTR) in the administration of contracts throughout NDU and acts as a liaison between NDU and several contracting authorities.

Supports determination of contractor responsibility for award based on services capability, previous performance record and other indicators of ability to perform.
