- Incumbent processes flight plans, conducting necessary research and/or queries in the coordination of scheduled flights. Conducts briefings to communicate information required by aviators, including status of navigational aids, Notices to Airmen, weather information, bird and wildlife conditions, alerts and advisories, airfield/runway conditions and closures, construction hazards, closed areas, and other pertinent known traffic and airfield conditions. Utilizes military flight data telecommunications system to receive and transmit flight information between worldwide U.S. military base operations, Federal Aviation Administration , FSS and International Civil Aviation Organization . Monitors radio navigational aids, maintains flight plan information for all aircraft movement, consisting of inbound, outbound, and local flights. Receives inbound information and forwards to air traffic control and other personnel, as necessary. Provides detailed assistance to student pilots and pilots of private, foreign, and contract aircraft in planning route of flight, preparation of flight plans/flight computations, and obtaining a clearance to fly in controlled airspace. Recommends alternate routes or other flight plan changes, as required. Provides aircrew advisory services, as well as pilot-to-dispatchadvisory service through UHF, VHF, and FM radios. Initiates overdue aircraft actions. Initiates overdue aircraft actions. Activates airfield emergency response notification systems for aircraft incidents, accidents, weather warnings, and other emergencies. Relays airfield command and control information. Arranges for air or ground ambulance, fire trucks, rescue personnel, and other assistance, as required. Acts as crash control until relieved by higher authority. Directs and coordinates anti-hijack and anti-theft actions on the airfield. Initiates actions to meet any special requirements for arriving flights and flights carrying dignitaries require notification of certain organizations and individuals 2. Assists the Airfield Operations Officer in the research and evaluation of airfield data, specific to airfield facilities, construction plans for the airfield, and changes/modifications- to airfield construction projects and/or priority adjustments. Compiles data and conducts analysis to facilitate and continually improve airfield operations, to include information and management channels, programs, and devices. Coordinates with community activities and tenant units to resolve conflicts or issues that surface. Assists in the review of reports, airfield policies, and aviation operations, alerting the Airfield Operations Officer to inconsistencies and potential airfield operational issues. 3. Participates in the scheduling of airfield activities with tenant and transient unit commands, requiring use of the airfield. Processes and approves/disapproves prior permission requirements , civil aircraft landing permits , and Army aircraft landing authorization numbers . As required, determines minimum liability insurance requirements and determines mission validity. Coordinates for Customs, Immigration, Homeland Security, and other inspections. Arranges appropriate priority for distinguished visitors , passenger and crew transportation, and special security requirements for airfield arrivals and departures. Coordinates aircraft parking, hangering, passenger pick-up and delivery, and after-hours passenger manifesting. Provides publications and navigational charts, regulations and blank forms for aircrew use. Posts and maintains flight information publications (FLIPs), used for flight planning purposes, and ensures that such publications are current. Utilizes automated systems to originate, transmit, file, and maintain NOTAMS, with respect to the operation of the facility; maintains file of all other NOTAMS received and originated by other facilities. Posts special airfield notices in flight planning areas to ensure that aviators are aware of all local hazards. Maintains an adequate supply of flight plans, manifests, standard instrument departure forms, flight planning cards, etc. Maintains a daily log for dispatch section activities and prepares necessary reports. Coordinates with POL section for aircraft refueling. 4. Performs daily airfield inspections/checks for conditions, physical security, and force protection to ensure a safe airfield environment. Conducts inspections of runways, taxiways, aprons for discrepancies, foreign object debris, runway safety/clear zone violations, runway incursions, flightline driving program compliance, runway surface conditions, security, bird/wildlife hazards, construction activities, pavement conditions, and other items that pose a significant adverse effect to safe aircraft operations. Documents inspection findings and notifies appropriate agencies to resolve hazards or issues. Operates a government-owned-vehicle in the course of airfield inspections. Performs other duties as assigned.
Conditions of Employment
- 1. Must be able to obtain and maintain the appropriate security clearance of the position
(not 'emergency' essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander (in a nutshell, if aviation operations continue, the airfield should remain open).3.

Rotating Shifts:
Airfield operating hours range from 16-24 hours per day, 5-7 days per week.
All non-supervisory positions work rotating shift work in order to support published operational hours as well as occasional operations outside operating hours.5.
State Issued Driver's License:
AR 95-2 Ch 10 - airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis.6.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.7.This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.Participation in direct deposit is mandatory.
May be required to successfully complete a probationary period. Federal employment suitability as determined by a background investigation.Qualifications
SPECIALIZED EXPERIENCE :
1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
Quality of Experience :
Length of time is not of itself qualifying.
Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
