Acceptable Experience and Education

a Bachelor's Degree in Criminal Justice, Corrections, Behavioral Science or related field and three (3) years' experience in juvenile supervision or case management with program management and supervisory experience preferred,

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Bilingual in Spanish/English preferred.

Certificates, Licenses, and other requirements

In order to access into the County's network and systems, a personal smart device is required by the hire start date.

Must have telephone and report residence.

Must be at least 21 years of age.

Must be eligible for certification as a Juvenile Probation Officer.

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Proof of automobile liability insurance coverage is required.

Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: Texas Administrative Code, Compliance Resource Manual, Texas Family Code (Title III) and Texas Penal Code; strategic management; leadership principles and strategies; English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.

Physical Demands

While working in the office, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens; lifting or carrying up to 35 pounds.

Typical Duties

Essential Duties

Provides direct supervision and oversight to probation officers, case managers, program administrators, and administrative specialists depending on area assigned;

Provides oversight of program management, strategic management, process management, performance management, and policy management;

Addresses employee concerns and conflicts, consults with probation officers on specific cases and provides necessary instruction or coaching;

Directs training to enhance staff core, technical, and leadership competencies; performs evaluations of staff and develops appropriate goals for professional development or performance improvement;

Conducts tactical meetings to ensure alignment with operational objectives;

Oversees investigations on employee actions and grievances as well as client concerns and complaints;

Directs and oversees the daily operations of the unit;

Manages the tactical components of projects and initiatives to ensure that deliverables are produced according to established timelines;

Reviews telework reports, timesheets, and develops staff schedules;

Assesses operations to identify gaps in policy and procedures;

Manages the various probation programs to ensure compliance with regulations and standards;

Monitors and ensures compliance with Intake and Probation standard operating procedures, court, departmental, and TJJD standards;

Assists in the development and maintenance of an audit system to ensure compliance with policies and procedures including case files, assessment tools, and database audits;

Maintains current knowledge of all legislative updates, changes in law, or standards as it relates to the Compliance Resource Manual, Texas Administrative Code, Texas Family Code (Title III) and the Texas Penal Code;

Monitors case file audits and ensures compliance with TJJD and departmental standards;

reviews case spreadsheets for accuracy and compliance;

Attends training and meetings as necessary;

Understand, interpret, and implement policies, laws, and procedures related to juvenile justice.

Assists in the creation, maintenance, and update of policy and procedures on a quarterly and/or annual basis; assists with preparation of the annual budget;

Collaborates with the Director to assist in the development and maintenance of contracts, grants, memorandums of understanding, and inter-local agreements for the Unit;

Prepares and completes reports and other documentation in accordance with applicable standards, policies and procedures, federal, state, and local requirements;

Depending on area assigned, responsible for managing the Juvenile Justice Alternative Education Program to ensure compliance to the Texas Administrative Code;

Responsible for overseeing the deferred prosecution programs and prevention and intervention programs and services.

Conducts performance evaluations of staff and develops appropriate goals for professional development or performance improvement;

Manages poor performance and behavior issues by implementing corrective actions and performance improvement plans. Provides recommendations for disciplinary measures as necessary.

Conducts training to enhance staff core, technical, and leadership competencies; must complete training for trainers and train as needed;

Remains knowledgeable and up to date with all legislative updates, changes in law, or standards as it relates to the Texas Administrative Code, Texas Family Code (Title III) and the Texas Penal Code;

Maintains collaborative relationships with State and local service agencies, institutions, law enforcement agencies, key stakeholders and treatment community providers to update, or develop new initiatives/programs to address community issues;

Responsible for obtaining and maintaining certification in Handle with Care (HWC) or any other restraint technique adopted by the department;

Assumes the responsibilities of the Director in his/her absence;

Complies with all Texas Juvenile Justice Department Certification Training requirements;

Reviews and distributes cases for probable cause establishment, risk and need assessments, preliminary investigations and determinations, case processing, Pre-Disposition Report writing and assigns cases for investigation and/or supervision for both pre-adjudicated and post-adjudicated populations;

Approves Authorization of Service, NCIC requests, Travel requests, Out-of-Home-Placement Funds;

Develops and approves staff schedules and ensures time sheets are accurate prior to approval;

Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts;

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills;

Other Important Duties

Performs such other related duties as may be assigned;

Juvenile Probation Managers may be transferred, temporarily or permanently, to other Department units, supervising level III Officers and supervision, based on the needs of the department, for cross training, and/or professional development.

Works both traditional and non-traditional business work hours, including but not limited to, evening shifts, weekends and holidays.

Maintains a safe and healthy workplace environment.

Maintains a professional caliber of attire and decorum at all times.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

The Juvenile Probation Manager oversees the unit's daily operations, ensuring alignment with the unit's goals, mission, and vision. They manage and supervise Probation Officers, Program Coordinators, and Administrative Assistants, ensuring effective and efficient completion of duties. Additionally, they oversee performance management, policy management, and program oversight for the unit and staff.

Reports to: Director of Intake or Director of Juvenile Probation Services

Directs: Juvenile Probation Officers, Case Managers, and administrative staff depending on area assigned

Other: Has contact with law enforcement, child protection agencies, school personnel, service providers, court personnel, juveniles, and family members

Work Environment

Office environment. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually low to moderate.
