Duties

DUTIES AND RESPONSIBILITIES:
Assists the Chief of Health Operations with analytical functions and complex projects of the Health Operations Unit. Assists Chief of Health Operations with the maintenance of the IHSC staffing matrix. Briefs and advises Unit Chief on agenda issues in preparation for senior leadership meetings and represents the office at in absence of the Chief of HOU, as needed. Obtain Level II Contracting Officer's Representative (COR) certification within 12 months of hire. Defines and initiates HOU's projects and assigns project managers to manage, schedule, and oversee performance of component projects while working to ensure the ultimate success and acceptance of the program. Maintains the Health Operations Field Continuity of Operations Plan. Manages access to HOU's distribution lists and Information Technology (IT) folders to include the Health Operations SharePoint site. Participates in policy making, planning/management decisions, and processes that impact operations of the unit. Advises Unit Chief and Regional Health Service Administrators (RHSA) on policies and procedures that will impact the measurement of workload. Works closely with IHSC unit chiefs to develop annual program levels. Identifies health care initiatives and works with headquarters staff to secure funding for annual IHSC programs. Collaborates with IHSC Medical Staffing Contract CORs to ensure contract metrics are in compliance with the Quality Assurance Surveillance Plan (QASP). Reviews facility staffing plans and monitors staffing contract deficiencies; assists the CORs in monitoring the medical staffing contract vendor's corrective action plan. Collaborates and assists RHSAs concerning Field Health Operations. Collaborates with the Regional Clinical Directors and on site Clinical Directors to ensure access to care and provision of health care services are within the scope and support of ICE/IHSC policy and accreditation standards. Provides ITOS logistical support for HQ and all IHSC-staffed sites. Maintains awareness of unit operational issues. Prepares agendas, conducts minutes, monitors attendance, and actively participates in scheduled HOU meetings. Monitors incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly. Assists in monitoring compliance of all required elements within IHSC policy and accreditation. Independently performs program diagnostics to include: research, data analysis, and resolving complex issues. Implements efforts to enhance the organization and processes affecting the healthcare system, e.g. (Process improvement, risk management, patient safety, utilization review, and credentialing and privileging). Participates on process design teams; initiates and executes special projects; ensures all requirements of compliance and accreditation are met. Maintains awareness of available resources, makes budgetary and projection recommendations to leadership, as appropriate. Administers the internal review, quality and productivity initiatives for the organization. Serves as primary liaison for ITOS between HOU and other units for information flow and management of ITOS assignments. Manages incoming actions and requests from initial receipt to completion. Monitors completed actions for accuracy against policy and procedure and ensure action is closed out appropriately. Conducts analytical studies on operational processes and serve as contact for leading these projects. Works effectively with management and others in implementing and evaluating policies, plans and internal operational systems. Applies a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems. Tracks both routine and uncommon deadlines to ensure timely submission of responses and actions. Coordinates work needs for various boards regarding committee meetings and supporting materials needed for presentations. Designs data reporting and decision support tools to enhance the efficiency and efficacy of administrative and clinical processes and patient care delivery. Designs or assists with procurement of data inputs systems and display formats to insure that staff can quickly see trends and outcomes. Develops and uses national tools and knowledge products, including surveys, databases, reports, database applications, and tracking & monitoring systems. Validates data, insures the accuracy of information delivered. Participates in strategic and long range planning efforts. Travel shall be required up to 30%. Follows supervisory chain of command.   • Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.

    Education

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Bachelor's degree in a health care related field, health care administration, financing, business or computer science. Master's degree preferred, not required.
  • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position will be required to perform clinical activities within the scope of clinical license in times of critical needs within the agency.
  • Maintains clinical professional skills via continuing education opportunities and aid in Temporary Duty support as needed.
  • Maintains basic readiness status.
  • Maintains Basic Life Support for Healthcare Providers certification.
  • Ability to exercise a high degree of independence, initiative, judgment, and follow-through on a broad range of sensitive, complex administrative tasks.
  • Flexibility and adaptability to sudden changes in schedules and work requirements.
  • Knowledge and skill in Microsoft Office programs.
  • Knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives preferred, not required.

    Additional information

    This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director (DAD) of Health Systems Support (HSS), and IHSC Health Operations Unit (HOU). The incumbent is supervised by the Chief of HOU; this is a non-supervisory position.

    The Program Analyst's primary responsibility is to analyze, evaluate, advise and/or coordinate health care delivery systems and operations for the Health Operations Unit.

    IHSC has a multi-sector, multidisciplinary workforce of more than 1600 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 20 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.
