The Department of Commerce, Community, and Economic Development, Division of Oil & Gas Conservation Commission, is recruiting for a Senior Carbon/Petroleum Engineer located in Anchorage

What you will be doing
  • Operations: The Senior Petroleum Engineer (Sr. PE) will review Permits to Drill, and Sundry well work permits submitted by operators to ensure compliance with regulations. Frontline interaction between the Sr. PE and operators is needed to assure application completeness and compliance. The Sr. PE will provide technical petroleum engineering assistance to Commissioners, staff, other state agencies and the public as needed.
  • Special Projects: The Sr. PE will lead the Carbon Capture, Utilization and Storage (CCUS) Special project. The CCUS project has a focus on obtaining Class VI Underground Injection Control primacy from the USA EPA to include an application for primacy and associated regulation changes. Other Special projects may include geothermal and orphan well plugging and abandonment.
  • Investigations: The Sr. PE will conduct investigations that could include data gathering, data management and supporting senior staff.
  • Regulations: The Sr. PE will propose and write changes to AOGCC state statutes and regulations based on up-to-date technology and best practices.
  • Compliance: The Sr. PE will track operator compliance with AOGCC regulations and make recommendations for improving compliance.

The successful candidate's work will contribute to the AOGCC's success by:

  • Reviewing completed drilling and wellwork activities to determine whether they were performed safely and according to AOGCC regulations, statutes and conditions of approval.
  • Investigating, determining course of action, and recommending corrective actions to address waste issues or unsafe practices.
  • Conducting performance reviews with Inspection Team on safety equipment, well integrity evaluations, well abandonments, and field inspections as needed.

This position would lead special projects such as Carbon Capture, Utilization and Storage (CCUS), Alaska orphan well plugging and abandonment, geothermal and seasonal winter exploration operations with AOGCC Senior Petroleum Engineers. The AOGCC follows a hybrid telework schedule with time spent working in the office and at home.

The working environment you can expect

The physical location of the job is in the AOGCC's office located in downtown Anchorage, AK. There is the opportunity to travel within the state to the North Slope, Cook Inlet/Kenai region and possibly to remote orphan well sites.

Who we are looking for
  • Education and work experience in petroleum engineering, with knowledge, skill, and ability to include drilling, wellwork and field operations.
  • Considerable knowledge in the application of engineering mathematics, equations, and computations.
  • Thorough knowledge of engineering concepts, principles, and oilfield practices.
  • Experience with EPA, BOEM/BSEE, and/or the State of Alaska regulatory environment.
  • Ability to reason logically and utilize analytical techniques to solve problems.
  • Ability to effectively communicate verbally and in writing and establish and maintain good working relationships with associates.
  • Ability to organize work and time, establish priorities and meet deadlines.

Minimum Qualifications

DESIRED QUALIFICATIONS

A Bachelor of Science degree from a four-year accredited institution in petroleum engineering or equivalent engineering discipline.

AND

Ten (10) years of experience in the oil and gas industry as a petroleum engineer with reservoir engineering and enhanced recovery experience. Natural gas storage sector with CO2 enhance recovery or supercritical fluids experience is a plus.

AND

Pursuant to AS 08.48, successful candidate must either have or will obtain an Alaska Petroleum Engineer license through the Board of Registration for Architects, Engineers, and Land Surveyors.
