Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes. #LI-BH1

Major Responsibilities:

  • Facilitates execution of the safety component of an ESH Program inclusive of technical and administrative aspects for a large-scale or complex project. or within a Global Business Unit (GBU), or globally at the corporate level.
  • Drafts and implements Safety and Health Management Plans, associated plans and procedures, and training program.
  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups involving significant safety and health issues, risks, and techniques to reduce adverse impacts on medium to large-scale projects.
  • Interprets and integrates safety and health requirements in proposals, planning documents, risk assessment, and ESH program execution.
  • Research complex issues and regulatory requirements, performs studies and risk assessments, and prepares documentation and reports.
  • Provides direction and guidance for safety studies, risk assessments, and program reviews and audits.
  • Ensures emergency preparedness and performs incident investigations.
  • Interfaces and communicates with internal and external stakeholders and resolves their concerns.
  • Participates in, or leads, meetings with customers, team members, subcontractors, and other stakeholders.
  • Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.

Education and Experience Requirements:

Requires a Bachelor's degree (or international equivalent) related to occupational safety or health and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.
  • Experience managing ES&H for transportation and logistics fleet management, module assembly yard, heavy industrial civil construction and mega sized Liquified Natural Gas and downstream and chemicals projects.
  • Experience in program and process improvement development and program implementation across multiple business lines, projects, countries and regions.
  • Experience in developing risk assessment process aligned with the path of construction, constructability reviews and 90-day review processes.
  • Experience in presentation development and public speaking in client settings, during both bid and execution phase, with regulators, and with internal stakeholders (i.e. projects, facilities and offices).
  • Experience leading formal investigations, individually and in a team setting with advanced knowledge of multiple root causal analysis processes.
  • Experience in leading and managing all aspects of ES&H on projects or facilities.
  • Extensive and demonstrated knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
  • Broad knowledge of engineering and construction systems, methods and work processes including, construction planning, estimating, procedures, and execution.
  • Demonstrated experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.
  • Technical knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
  • Knowledge of Bechtel's organizational structure, functions, and administrative procedures.
  • Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
  • Extensive experience in implementing and managing ES&H training programs.
  • Excellent written and oral communication skills

Additional Information:

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
