Position Overview


This position performs difficult design, technical, construction, and public health & safety activities; prepares and conducts feasibility studies to determine the viability of proposed projects; reviews construction document submittals; works with staff to solicit contracts with outside consultants; prepares lists for purchasing of materials needed for construction projects; drafts proposed policies and procedures for the activities of the Division; and acquires and accumulates site data from various sources.

Essential Functions

Under director of the Division Manager of Statewide Operations, performs difficult design, technical, construction, and public health & safety activities:

  • Prepares engineering designs to secure Illinois Department of Natural Resources and United States Army Corps of Engineer (USACE) approvals and permits to allow for construction of other Office and Heavy Equipment Crew projects.
  • Reviews construction documents for code compliance and suggests & implements changes to designs to meet requirements.
  • Manages construction projects associated with small programs – including, but not limited to, the State Migratory Waterfowl Stamp Fund "Duck Stamp" program and other individual capital improvement projects as assigned by the Division Manager of Statewide Operations.
Prepares and conducts feasibility studies to determine the viability of proposed projects:

  • Prepares estimates of project costs and required materials and equipment.
  • Outlines manpower requirements and time frames for proposed construction.
  • Identifies code compliance requirements to complete construction projects.

Reviews construction document submittals:
Makes site inspections of projects undertaken by contractors and Heavy Equipment Crew to ensure work is being performed as required by permits and in a manner to ensure operation of the projects:

  • Creates punch lists and coordinates required changes and recommends Substantial and Final Completion for construction projects.
  • Works with Office of Realty & Capital Planning staff to solicit contracts with outside consultants; including soil testing, wetland delineation, surveying, and structural analysis.
Prepares lists for purchasing of materials needed for construction projects:

  • Monitors and tracks operating budget elements concerning materials.
Drafts proposed policies and procedures for the activities of the Division:

  • Reviews and recommends amendments to policies for consideration by the Division Manager of Statewide Operations.

Acquires and accumulates site data from various sources:

  • Manipulates and stores electronically for current and future projects and/or presentations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills

  • Requires three (3) years direct experience utilizing Computer Aided Design Systems (AutoCAD, etc.), Global Information Systems (Google Earth, ArcGIS, etc.), or other equivalent systems.
  • Requires one (1) year direct experience applying / reviewing construction-related code compliance, procedures, and processes.
Minimum Qualifications

  • Requires a bachelor's degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Requires three years of experience in civil or water resource engineering; or three years of experience in the Civil Engineer series.
Preferred Qualifications

  • One (1) year of direct experience with cut/fill, drainage, piping, and pump size calculations in association with civil engineering projects.
  • One (1) year of direct experience creating, editing, and reviewing construction documents.
  • One (1) year of direct experience managing or coordinating construction projects.
  • Three (3) years direct experience utilizing Computer Aided Design Systems (AutoCAD, etc.), Global Information Systems (Google Earth, ArcGIS, etc.), or other equivalent systems.
  • One (1) year direct experience applying / reviewing construction-related code compliance, procedures, and processes.

The Office of Realty & Capital Planning


The Office of Realty & Capital Planning (ORCP) provides Agency-wide support services related to capital improvement projects of a variety of scales, along with support services related to land acquisitions, concession and farm leases, and natural and cultural resource protection.


Divisions of Statewide and Field Operations:

Statewide and Field Operations provide in-house evaluation, design, and technical assistance for all Department facilities, such as dams, bridges, water and sewer systems, bikeways, canals, roads, boat access areas, lodges, concessions, campgrounds, and day use areas.

The Office undertakes special studies and investigations to define scopes of work, evaluates and proposes alternative solutions.

Additionally, the Office works on Departmental future planning needs, ensures public health and safety codes are met at Department facilities, and provides technical expertise on emergency declarations, as defined by the Illinois Procurement Code.

The Office formulates and executes the Department's capital construction program, coordinates projects with the Capital Development Board (CDB), coordinates the Park Road Program with the Department of Transportation (DOT) and provides design review and construction management on these projects; provides design and construction management of the waterfowl development and other Department programs, and manages the Department's heavy equipment construction and dredging programs.
