The Office of the Public Defender has a centralized Information Technology headquarters office located in Anne Arundel County and numerous field locations to include local OPD offices, courthouses, local detention centers and mental health hospitals.� The Information Technology Division provides department-wide technology planning, acquisition, policies, connectivity, and support for a broad portfolio of infrastructure and applications operating in an enterprise caliber environment.�\r

Main Purpose of Job

An Information Technology (IT) Technical Support Specialist II is the full performance level of work maintaining and modifying operating systems for multipurpose, multi‐tasking computers. Employees in this classification do not supervise other positions.\r

POSITION DUTIES

The Server Engineer provides expertise and support to the Information Technology Division (ITD) including designing, planning, troubleshooting, installing and configuring hardware and software, and setting up servers and establishing network connections to the LAN and WAN throughout the statewide Offices of the Public Defender.� The position will also consult with and train users and other ITD staff.\r
The System Administrator will also monitor and manage the Storage Area Network Appliance, create, and manage Shared Folders with proper permissions, Create and manage snapshots within the SAN appliance for volumes and folders. The position is also responsible for execution of various other operational and projects tasks associated with technology infrastructure initiatives. This position may travel to various agency sites to perform special work requests and/or provide training.\r
The incumbent within this position must possess the technical expertise, and knowledge of principles and practices of supporting all roles of Windows Server 2019 (in an enterprise environment), network security, LAN/WAN communications, and server management operating in a high-availability environment. Must have the ability to participate effectively on project teams to help drive successful completion meeting timeline, quality, and budget targets. Must be able to communicate effectively with IT Department staff, as well as end users and third-party providers. Must have the ability to perform technical system recovery and troubleshoot a broad array of devices and configurations across a multi-site footprint.\r
Essential job functions the incumbent within this position will complete include performing backups for the server, restoring application data to servers and monitoring server's performance, network software and hardware within ITD, performing preventative maintenance on the LAN and WAN servers, printers, and their peripheral accessories.� Additionally, this position will transport, set up and configure and customize network, new and old hardware and software for users.� This includes designing, planning, and establishing network protocols and connections, installing servers and installing cables, setting up logins, and installing network operating and applications software.\r

MINIMUM QUALIFICATIONS

Experience:�Two years of experience maintaining and modifying operating systems for multipurpose, multi-tasking computers.\r

1. Candidates may substitute thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose multi-tasking computers for one year of the required experience.\r
2. Candidates may substitute experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer systems; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages; or designing, developing and maintaining communications networks on a year-for-year basis for a�high school education.\r
3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems or other information technology related field to include course work in machine or assembler computer languages, and operating system and data communication technology for multipurpose, multi-tasking computers and one year of experience maintaining and modifying operating systems for multipurpose, multi-tasking computers for the required experience.\r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the�Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

�Three (3)+ years of prior experience operating in a similar system engineer role.�\r
� Direct hands-on experience with troubleshooting and support computers, servers, and network devices operating in a multi-site environment based on Microsoft technology.�\r
� Working knowledge with modern security, system patching, and threat protection best practices, tools, and technologies that are used to protect an enterprise level computing environment.�\r
� Working knowledge of LAN/WAN/Wi-Fi configuration and troubleshooting concepts.�\r
� Working knowledge of common support and system administration tasks related to supporting email in a Microsoft Exchange/Outlook based messaging environment.\r

BENEFITS

Contractual Benefits\r
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave Benefits\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
