Highland, United States San Manuel Band of Mission Indians Full time

Under the supervision of the Gaming Commission Investigation Manager, the Gaming Commission Investigation Supervisor will carry out the tactical and strategic objectives established in support of the San Manuel Tribal Gaming Commission (SMTGG) and its responsibility to protect the gaming operation and assets; and ensuring a high standard of integrity and honesty in all areas of the operation. The Gaming Commission Investigation Supervisor will enforce and take corrective action on any gaming regulatory standards that have been set forth in the Minimum Internal Control Standards (M.I.C.S.) and approved Casino Departmental policy and procedures. As such, the Gaming Commission Investigation Supervisor will directly oversee investigation(s) that may be multifaceted, involve complex facts and circumstances, include crime(s) or violation(s) against property, misconduct by employees and other areas as designated by internal and external stakeholders. In addition, the Gaming Commission Investigation Supervisor provides guidance to all Investigation Staff as necessary, which includes conducting or ensuring ongoing training of Investigative Staff as well as departmental administration duties. The Gaming Commission Investigation Supervisor also has the authority to make license suspension recommendations to the Investigation Manager.

Essential Duties & Responsibilities

1. Makes operational and investigative decisions per the guidelines set forth by the Gaming Commission Investigation Manager on all ongoing departmental investigations. Exercises judgment in overseeing, investigating, evaluating and resolving customer disputes related to Class III and Class II Gaming as well as direct oversight of investigations involving crime(s) or violation(s) against property, employee misconduct or areas designated as fraud, waste and abuse. Directs the collection, preparation, and handling of evidence during the course of an investigation.

2. Reviews reports on actual or suspected violations of Casino internal controls, gaming laws and regulations and/or criminal activity by employees or patrons for accuracy and thoroughness.

3. Assists federal and state law enforcement agencies in requests for information related to criminal investigations to include assistance with live observation investigations.

4. Enforces and makes recommendations regarding corrective action on all gaming regulatory standards set forth in the Minimum Internal Control Standards (MICS) to the Investigation Manager. Ensures compliance of all policies and procedures throughout the casino; provides guidance to assigned Investigative staff as necessary. Executes the suspension or revocation of licenses in order to enforce regulatory standards.

5. Assists the VP Anti-Fraud Strategy & Investigation and the Investigation Manager in conducting ongoing risk assessments related to established and/or new trends in occupational or organizational fraud. The Supervisor oversees the implementation of applicable investigative strategies. Accordingly, the Supervisor will include direct contact with federal and state law enforcement agencies, other Investigation/Surveillance departments and informants.

6. Conducts and ensures the ongoing training of assigned Investigation Staff in established new trend areas of fraud typologies. Makes improvements involving the efficiency and productivity of work methods and workflow as deemed necessary. Coordinates with, assists, and meets with Casino Department Management, the Department of Public Safety and/or assists the Gaming Commission Compliance Department as needed.

7. Reviews established Investigation manual, department policies or procedures and/or creates new content as deemed necessary to ensure integrity and productivity within the Investigation Department.

8. Provides testimony in Tribal Court, Commission hearings and other judicial proceedings related to an investigation on behalf of the Gaming Commission. Also serves as subject matter expert on special investigations/investigative projects as they arise.

9. Assists law enforcement and prosecutorial agencies from the local, state, and federal levels to protect the gaming operation and Tribal assets. Coordinates, assists and meets with Casino Management and the Department of Public Safety as deemed necessary.

10.Perform other duties as assigned to support the efficient operation of the department.

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education/Experience/Qualifications Associate's degree in Administration of Justice, Business Administration, Public Administration required.
Bachelor's degree in a related field with an emphasis in Accounting, Administration of Justice, Business Administration, Public Administration or Security Management is preferred.
Minimum of seven (7) years' experience in state or federal law enforcement and/or other surveillance or investigation experience required.
Minimum of two (2) years' experience in a supervisory or lead capacity preferred.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
Knowledge of Gaming regulations (i.e., National Indian Gaming Commission's Minimum Internal Controls for Class III & II Gaming (NIGC MICS), the U.S. Bank Secrecy Act ("Title 31"), the Tribal-State Gaming Compact, Tribal Gaming Ordinances, and Tribal Gaming Regulations) is required.
Ability to obtain proficiency in the table games offered at Yaamava' Resort & Casino within 90 days required.
Ability to become knowledgeable in slot machine operation, internal components, and related equipment within 90 days required.
Excellent case management and written communication skills are required.
Certification in a related field such as CFE, CAMS, CFI is preferred.
Knowledge of "chain of custody" for collection and preservation of evidence required.
Must be able to use standard investigative techniques such as interviewing, interrogation, observation, and note taking required.
Must possess good two-way communication skills, including the ability to listen to feedback, verbally express information, and the ability to record information accurately.
Excellent computer skills and mastery of MS Office Suite, including Word, Excel, PowerPoint.
Certificates/Licenses/RegistrationsAt the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
Must possess a valid driver's license with acceptable driving record as determined by the company's insurance carrier.
Professional certifications (i.e. CPA, CAMS, CFE, CFS, PI) is a plus.
