The position is located in the Peace and Security Section (PSS), Communications Campaigns Service (CCS), Campaigns and Country Operations Division (CCOD), Department of Global Communications (DGC).

The Chief of Section reports directly to the Director, Campaigns Service.

Responsibilities

Within delegated authority, the Chief of Section will be responsible for the following.

  • Provides policy guidance to the Chief of Service, on conceptual strategy development on peace and security issues and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.
  • Plans and oversees the development and management of strategic communications initiatives and campaigns on peace and security to support positioning of pertinent issues on the international agenda and engage global audiences; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other departments and organizations of the United Nations System, donors and agencies as appropriate.
  • Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Unit/Section; provides programmatic and substantive reviews of drafts prepared by others and ensures close collaboration with other units relevant to deliver impactful global campaigns, such as digital production, social media and news
  • Supervises development of messaging and collaterals on peace and security issues to guide field offices and UN system partners in deploying campaigns in a decentralized manner globally for maximum impact.
  • Acts as the focal point in the Department of Global Communications for UN peace operations, both peacekeeping and special political missions; organizes annual workshop for chiefs of strategic communications; works with the Departments of Peace Operations and Political (DPO) and Peacebuilding Affairs (DPPA) to promote the work and impact of UN peace operations; ensures that communications-related policies and guidelines regarding UN peace operations are regularly generated, reviewed and updated; provides support and training to field missions on communication related issues; and advises UN peace operation on the development and implementation of comprehensive communications strategies.
  • Provides substantive input in the preparation of reports for presentation to intergovernmental bodies such as the Committee on Information, Advisory Committee on Administrative and Budget Questions, and other policy-making organs, as appropriate.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance, or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
  • Prepares inputs for the work programme of the Service and Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Carries out programmatic/administrative tasks necessary for the functioning of the Unit/Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Recruits staff for Section taking due account of geographical and gender balance and other institutional values.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
